PAKENHAM PARISH COUNCIL

MINUTES OF THE MEETING HELD ON 1ST NOVEMBER 2002

IN THE PAVILION AT 7.30 PM

PRESENT: Cllr D Dorling, Cllr L Couper, Cllr P Smith, Cllr B Chester, Cllr H Painter (part), Mrs V White (part) and Mrs J Brookman (Clerk).

APOLOGIES: Apologies were received from Cllr J Mangnall.

1 - DECLARATION OF INTEREST: There were no declarations of interest.

2 - PLANNING APPLICATIONS:

2.1 - SE/02/3434/P Building to the rear of West View, Brand Road, Great Barton.
Change of use from redundant farm building and associated land to vehicle parking and servicing for mini-buses and cars including erection of 2 metre high close-boarded fencing.

Meeting suspended.

Mrs White confirmed details relating to the application regarding the expiry date of the current planning permission (4.1.2003) and contact she had made with the Highways and Planning Departments at St Edmundsbury. Mrs White confirmed that she would be attending the Planning Committee to represent residents of Brand Road.

Cllr Painter joined the meeting.

Cllr Dorling reconvened the meeting.

The Parish Council members were concerned about the extra movements that would increase the volume of traffic at the Bunbury crossroads and the number of movements proposed for the site. Clerk to write to record these concerns and also to comment that if the application is passed that it be strongly recommended that there is a time limit for traffic movements from the site and that the permission relate only to this applicant and is not transferable to any other party.

2.2 - SE/02/3479/P Upper House (formerly Denholme), Upper Town, Pakenham.
Erection of rear extension (amendment to approved scheme).

At 8.00 pm Cllr Painter left the room having declared a prejudicial interest in this application.

The Parish Council had no objections to this amendment to the application.

At 8.10 pm Cllr Painter rejoined the meeting.

2.3 - SE/02/3440/P Queach House, Great Barton.
Change of use of agricultural buildings and adjoining paddocks to provide horse stabling and riding facilities, grazing and exercise areas. The Parish Council had no objections to this application.

3 - QUESTIONS TO THE CHAIR: There were no questions to the Chair.

4 - DATE OF NEXT MEETING:
The date of the next meeting was confirmed to be 2 December 2002.
