MINUTES OF THE MEETING HELD ON 20 OCTOBER, 2003
THE VILLAGE HALL, PAKENHAM AT 7.30 PM
PRESENT: Cllr J Mangnall, Cllr H Painter, Cllr D Dorling, Cllr L Couper,
Cllr R Griffin, Cllr J Speare, Cllr P Smith, Prof and Mrs Harbury, Matt
Simmerson, John Culley, Sandy Jackson (Neighbourhood Watch), Pc S Barnes-Smith
and Mrs J Brookman (Clerk).
APOLOGIES: Apologies were received from Cllr C Spicer and Cllr V White.
1.0 - DECLARATION OF INTERESTS:
Cllrs Mangnall and Smith declared an interest in all items relating
to the Village Hall.
2.0 - MINUTES OF PREVIOUS MEETING:
The minutes of the meeting held on 1 September, 2003 were approved
and signed as a true record.
The Chairman adjourned the meeting at 7.45 pm and invited Prof and Mrs
Harbury and Matt Simmerson to speak. A dispute was outlined regarding the
Willowdene/Barfield site.
The Chairman reconvened the meeting at 8.00 pm.
3.0 - POLICE REPORT:
Pc Sue Barnes-Smith advised that there had been three reported crimes
since the last meeting. Posters relating to Halloween were available
for schools, shops etc. It was agreed that a Crime Reduction Meeting
in conjunction with Neighbourhood Watch be organised for the village
in Mid-November and the Parish Council would assist with the cost of
hiring the venue.
4.0 - CLERK'S REPORT:
The PVH & PFA proposed an annual fee of £150 for the use of the
Pavilion and Village Hall for Parish Council meetings. The council approved
this and that a pro-rata sum be paid for October, 2003 to July, 2004 to
coincide with that committee's annual accounts.
5.0 - BOROUGH COUNCILLOR'S REPORT:
A report from Cllr Spicer was read in his absence. The cars from
River Close have been removed and action is being taken regarding the
overgrown garden. A number of letters have been received regarding Shetland
Boats, Grimstone End, and a report has been requested from the Environmental
Health Department, the owner of the business has indicated to the Borough
Council that he will be applying for planning permission. Councillor
Spicer advised he had been notified of the situation regarding the Willowdene
fencing.
The council requested a letter be sent to Cllr Spicer requesting
he contact other Borough Councillors outlining the events regarding the
alterations to the original plans and non consultation with neighbouring
properties or the Parish Council to ensure such an occurrence is not repeated.
6.0 - COUNTY COUNCILLOR'S REPORT:
Cllr White submitted a report to be read in her absence. Congratulations
to all concerned with the village hall being a successful venture. IKEA
have been granted planning permission and meetings will be set up between
the company, SCC and St Edmundsbury officers to discuss the 106 agreements
re Gt Barton village street area and Bunbury Arms crossroads. Cllr White
has visited concerned residents regarding Shetland Boats and the company.
Confirmed the company is applying for planning permission and the Enforcement
Officer, St Edmundsbury is aware. Cllr White has a meeting with officers
in Environment & Transport Department (SCC) and will raise "quiet
lanes". Cllr White will pursue the Fen Road grass triangle/verge
progress with Jim Nunn.
7.0 - PLANNING APPLICATIONS:
NEW APPLICATIONS:
SE/03/3142/P Watermill Farm, Mill Road, Pakenham
Erection of lean-to store on north end of concrete framed outbuilding
and construction of ramped accesses (revised scheme). No objections.
TCA03/956 Wansbeck Cottage, The Street, Pakenham
Pollard at 4-5 m 2 Black Poplar trees (T1 & T2), 2 Lime trees (T3 & T7)
and 1 Horse Chestnut tree (T5); fell 1 Horse Chestnut tree (T13), 1 Copper
Beech tree (T17) and 1 Cypress tree (T19); 25% crown reduction of 1 Lime
tree (T8); remove two overhanging limbs to 1 Willow tree (T21); reduce
to previous pruning points to 1 Alder tree (T20) situated within the Conservation
Area.
The Parish Council objected to the pollarding of 1 Black Poplar
tree (T2) at 4-5 metres.
SE/03/3298/LB 3 Upper Town, Pakenham
Internal and external alterations including (i) insertion of two
windows to north elevation; (ii) replacement of window with doors
to each elevation; and (iii) insertion of partitioning on ground
and first floor. No objections.
OUTCOME OF PLANNING APPLICATIONS
SE/03/2127 Land at Micklemere, Ixworth - Construction of bird hide
and pedestrian access. GRANTED
SE/03/2708/LB Watermill Farm and Pakenham Watermill, Mill Road, Pakenham
- Internal and external alterations associated with use of premises
as dwelling and visitors' centre. GRANTED
SE/03/2844/P The Paddocks, Fen Road, Pakenham - Erection of single
storey side extension. GRANTED
TP0236(1997)4 1 The Greenwoods, The Street, Pakenham - Crown
lift by 6 m and crown thin by up to 20% two Lime Trees (T15 & T16)
protected by Preservation Order. CONSENT REFUSED
SE/03/2815/P Garden House, Fen Road, Pakenham - Continued use
of former agricultural land as garden curtilage. GRANTED
8.0 - FINANCE REPORT:
The clerk presented the half-year finance report to 30 September
2003. Copy attached to the minutes.

9.0 - THE DELL WORKING PARTY AND RISK ASSESSMENT:
Cllr Speare proposed the Parish Council pay for the work to be carried
out at The Dell, seconded by Cllr Painter. Cllr Painter agreed
to complete the necessary paperwork to obtain approval for the
work to be carried out, Cllr Speare to visit Mr Cubitts and Mrs
Austin re trees on their properties. Clerk asked to write to lighting
department to request branches obscuring lights be cut back. Cllr
Painter to obtain a quote for a professional risk assessment to
be carried out. Cllr Couper proposed Thurston ATC be asked to carry
out the ground clearance work of rubbish in The Dell as part of
their fund raising. The Parish Council agreed to donate £100
upon completion of the work. Cllr Couper to put proposition to
the ATC.
10.0 - ST MARY'S CHURCH CAR PARK:
Cllrs Dorling and Painter to arrange a site visit and mark area for
car park surface. Cllr Painter to prepare tender letter, Cllr Dorling
to prepare specification, details to clerk who will then invite
sealed tenders to be submitted by Friday, 28 November, 2003 to
be opened at Parish Council meeting on 1 December, 2003.
11.0 - FINANCIAL STANDING ORDERS:
Copy of the Pakenham Parish Council Financial Standing Orders circulated
to all council members as per draft agreed at the last meeting.
Cllr Mangnall proposed the Financial Standing Orders were adopted,
seconded by John Speare, copy to be signed and attached to the
minutes.
12.0 - CEMETERY/BURIAL GUIDELINES:
The draft of the guidelines was amended and duly adopted, proposed
by Cllr Smith and seconded by Cllr Griffin. Copy to be attached
to the minutes.
Cllr Couper left the meeting at 9.35 pm.
13.0 - VILLAGE PUMP:
The village pump belongs to the Parish Council. It was proposed that
Mr Hosken be asked to repaint and tidy the area surrounding the
pump. Cllr Speare agreed to supply the materials.
14.0 - CHRISTMAS TREE:
The Parish Council unanimously agreed that a Christmas tree should
be sited outside the village hall. Cllr Mangnall agreed to source
the tree and Cllr Speare the lights.
15.0 - RELOCATION OF BOTTLE BANK:
The Council agreed that there was no other suitable and convenient
site for the bottle bank. Clerk to ask Max Bacon to have it removed
as soon as possible.
16.0 - PRECEPT:
The precept for the year 2003/2004 was discussed and the figures
agreed upon. A copy of the precept is enclosed with these minutes.
It was agreed that Cllr Speare contact the Buggy Club regarding
the non-payment of rent, Clerk to send letter.
Cllr Couper returned to the meeting at 9.50 pm.
17.0 - CORRESPONDENCE:
St Edmundsbury Borough Council have notified that Pakenham have been
moved to phase 2 for the introduction of blue bins. Now to take
place in November.
Letter from Newstalk (taped news for the blind and visually impaired
in and around Bury St Edmunds) asking for a donation towards the
running costs of this charity. Agreed to give £50.00 donation.
Letter from St Edmundsbury BC re Crime & Disorder Reduction
Partnership Newsletter giving details of initiatives which have taken
place across the Borough.
Letter from Suffolk Drug Action Team. Free awareness sessions are
being run across the county for members of parish/ward, district
and country councils. The nearest will be Tuesday, 6 January 7.00
pm Bury District Office, Committee Room.
380 questionnaires have arrived re The Local Transport Survey and
will be distributed between the Councillors for distribution.
Suffolk Preservation Society are running a Planning Training Day
- Town & Parish Councils on 28 January, 2004 at Haughley Barn,
near Stowmarket, Cllr Mangnall agreed to attend.
Two letters received from residents in the Grimstone End area. The
first asking what had happened to the plans for two houses and whether
planning permission has been sort for the boat yard; the second concerned
about the strong smell of epoxy resin, chemicals etc from the site
and the effect this will have on the environment along with the large
container lorries and vehicles transporting boats. Latest information
from Planning Department confirmed application re houses due to go
before Planning Committee shortly and survey regarding newts on the
site to be undertaken. Clerk to respond re latest information.
Letter and poem from a resident of The Owell wishing to bring to
the notice of the PC the amount of dog fouling on the play meadow
and foot paths, clerk to write and confirm every endeavour will be
made to improve the situation.
SALC Registration of Domain Names and Parish Councils in Suffolk.
Not every parish council must have a web-site at this time but pakenham.Suffolk.gov.uk
has been allocated and was approved by the Council.
The Countryside Agency - Countryside and Rights of Way Act 2000,
Draft Map Information for Parish Councils had been received.
Letter from Garden Maintenance Services - Jake Ivory, Riverside
Paddocks, Stow Road, Ixworth (01359 231798) asking us to note his
company's name and services for grass cutting and associated works
when sending out for tenders. To be kept on file.
Letter from Victim Support Suffolk requesting a contribution for
their service in West and Mid Suffolk,
request declined.
Reply to PC's letter of 3 September regarding Application for Preliminary
Consent for inclusion in the Pharmaceutical List - Thurston (the
application by Woolpit Medical Services Ltd) notifying the PC that
the application would be due to be considered on 25 September at
the Suffolk Pharmacy and Dispensing Sub-Committee.
Letter from Suffolk Practitioners Services Unit (as item 13 above)
dated 2 October with a decision from the meeting of 25 September
mentioned above. Decision - "The Sub-Committee, on behalf of
Suffolk West Primary Care Trust, approved the application."
Those pharmacists who made representations during the initial 30-day
consultation period can appeal against this decision.
Cllr Couper left the meeting at 10.30 pm.
18.0 - OPEN FORUM:
Cllr Smith confirmed that Broadband would be available from 28 January,
2004.
19.0 - DATE OF NEXT MEETING:
The next meeting will be held on Monday, 1 December, 2003 commencing
at 7.30 pm in the Village Hall. The following meeting will take
place on Monday, 12 January, 2003, venue to be confirmed.
