MINUTES OF THE MEETING HELD ON 1 DECEMBER 2003
THE VILLAGE
HALL, PAKENHAM AT 7.30 PM
PRESENT: Cllr J Mangnall, Cllr D Dorling, Cllr L Couper, Cllr H Painter,
Cllr R Griffin, Cllr P Smith (part), Cllr C Spicer (Borough), Pc Sue Barnes-Smith
(Police), Mr Les Watling, Mrs Ann Robinson, Mr John Culley and Mrs J Brookman
(Clerk).
APOLOGIES: Cllr J Speare
1.0 - DECLARATION OF INTERESTS:
Cllr Mangnall declared an interest in any items referring to the
Village Hall.
2.0 - PUBLIC FORUM:
Mr Watling enquired whether it would be possible for the post box
located at the old shop premises to be relocated at the village hall.
Clerk to make enquiries as to the cost/practicalities of moving the box.
3.0 - BOROUGH COUNCILLOR'S REPORT:
Cllr Spicer has written to the Chairman
of the Planning Committee regarding the alterations to the plans relating
to the Barfield site and is awaiting a reply.
Havebury are aware of the problems relating to Mr Sampson's garden at
River Close.
Regarding the Shetland Boat site, the newt survey is on going, planning
permission has been granted for two houses on the site. Clerk to write
to Borough supporting Cllr Spicer re newts at site.
4.0 - POLICE REPORT:
Pc Sue Barnes-Smith confirmed there had been one reported
crime in the last 6 weeks and advice had been given re security measures.
Speed reduction programme had been used in Pakenham three times and the
equipment would be available again in early spring.
The Neighbourhood Watch/Crime Reduction Evening had been very encouraging
and well received.
Pc Barnes-Smith confirmed that she would be starting a surgery in Pakenham
and that she would place a notice in the post office confirming the day
and time it would take place.
The Chairman convened the meeting.
5.0 - MINUTES OF PREVIOUS MEETINGS:
The minutes of the 20 October and 10 November 2003 were approved
and signed as true records.
6.0 - CLERK'S REPORT:
A Register of Electors is due to be published on 1 December 2003;
the clerk will obtain a copy.
Parish/Town Councillors' Allowance Scheme. Correspondence has been
received regarding the scheme; a report has been circulated by the Parish
Remuneration Panel of St Edmundsbury Borough Council setting out all aspects
regarding the scheme including the travel and subsistence allowances. Parish
Councils are required to publicise their allowances in a notice conspicuous
within their area for 14 days. In addition records of allowances they have
paid must be available for inspection at reasonable notice. The Parish
Council agreed that the clerk contact Steven Lincoln to confirm their agreement
and to adopt the scheme from 1 January 2004.
7.0 - PLANNING APPLICATIONS:
OUTCOME OF PLANNING APPLICATIONS:
TCA03/956 Wansbeck Cottage, The Street, Pakenham
No objections from Borough Council to the proposed work on trees
as outlined and amended at previous meetings.
SE/03/3142/P Watermill Farm, Mill Road, Pakenham
Erection of lean-to store on north end of concrete framed outbuilding
and construction of ramped accesses (revised scheme). Granted.
SE02/3812/P Former Builders Yard, Grimstone End, Pakenham
(i) Erection of two detached houses with detached garages/storage;
and (ii) change of use of builder's office to Class B1 office (demolition
of remaining buildings on site) as supported by information supplied on
14 April 2003 with regard to a Flood Risk Assessment. Granted.
SE/03/3298/LB 3 Upper Town, Pakenham
Internal and external alterations including (i) insertion of two
windows to north elevation; (ii) replacement of window with doors to each
elevation; and (iii) insertion of partitioning on ground and first floor.
Granted.

9.0 - PRECEPT:
Copies of the precept for 2004/2005 were circulated, approved and
signed.
10.0 - THE DELL:
Thurston ATC have cleared the rubbish and carried out an excellent
job. Cllrs Mangnall and Dorling to liase and arrange for a tree
surgeon to visit the site and then to invite three estimates for
the work.
Cllr Smith joined the meeting at 8.15 pm.
11.0 - CHURCH CAR PARK:
Cllr Dorling provided the specification for a car parking area of
40m x 17m which would accommodate 32 cars. Three tenders to be
invited.
12.0 - THE VILLAGE PUMP:
It was agreed that painting the pump and railings would be deferred
to the spring.
13.0 - LOCAL TRANSPORT SURVEY:
It was confirmed that the surveys had been distributed.
Cllr Griffin voiced concern that the survey did not link in with
Ixworth as well as Thurston. Cllrs Couper and Dorling explained Thurston
had instigated the survey and that another scheme was already operating
which included Ixworth in another route.
14.0 - PAKENHAM CEMETERY:
Revd Hooper had requested clarification regarding releasing plots
in the row ahead of the one currently in use. It was proposed that
this would be in order by Cllr Couper and seconded by Cllr Painter.
Clerk to confirm details in writing to Revd Hooper.
15.0 - CORRESPONDENCE:
Letter from Havebury regarding land to the
rear of 13/14 The Owell. Confirmed they are aware the land is in
their ownership and it is their duty to maintain it, however, they
have difficulties with maintenance because this area seems to be
landlocked. They are in the process of looking to sell the land to
the owners of adjacent properties to resolve the problem. Clerk to
write and advise they may have access across Parish Council land
in order to carry out the necessary work alternatively they can gain
access along the public foot path.
The Planning Department has sent a copy of The Suffolk Countryside
Manual - Design Guidelines for Highway Works in Rural Areas.
Background to Locality Discussion of 2004/05 Financial and Strategic
Planning Round.
Suffolk Wildlife Trust - 2 courses to be held (a) Woodlands for
Wildlife and (b) Hedgerows for Wildlife. Cllr Griffin to attend the
latter.
Suffolk Scene - Article featuring Pakenham Village Hall.
Letter from David Bird the new Emergency Planning Officer for St
Edmundsbury Borough Council introducing himself and offering to discuss
with the parish council what our community can do to prepare itself
should an emergency arise. Mr Bird to be invited to attend the January
or February meeting.
16.0 - QUESTIONS TO THE CHAIR:
Cllr Dorling confirmed that since
work had been carried out to the verge at Grimstone End a drain had
become blocked causing the water to collect on the road. Clerk to
contact the council.
Cllr Painter requested the Parish Council bear the cost of installing
an outside socket at the village hall for the lights on the Christmas
tree. The Parish Council agreed to meet this cost of approximately £175.
Cllr Mangnall had attended a Primary Care Trust meeting regarding
the proposed doctors surgery at Thurston and will be attending a
further meeting on 4 December.
Cllr Mangnall advised the meeting that application had been made
to WREN for an acoustic screen with a door for the village hall and
had been awarded £5,000 subject to a third party funder and
asked if the parish council would be prepared to stand £550
out of the money already precepted as a one off payment for this
purpose.
Cllrs Mangnall, Painter and Smith declared a prejudicial interest
in this matter and left the meeting at 9.25 pm, returned at 9.30
pm in order to answer questions from the parish council and again
left the meeting at 9.35 pm and rejoined the meeting at 9.38 pm.
The parish council agreed to support the application and was proposed
by Cllr Griffin and seconded by Cllr Couper.
17.0 - DATE OF NEXT MEETING:
The next meeting will be held on Monday, 12 January in the Village
Hall commencing at 7.30 pm and the following meeting will be held
on Monday, 23 February also in the Village Hall commencing at 7.30
pm.
