PAKENHAM PARISH COUNCIL
MINUTES OF THE MEETING HELD ON 29 JUNE 2004
THE VILLAGE HALL, PAKENHAM AT 7.30 PM
PRESENT: Cllr J Mangnall, Cllr L Couper, Cllr P Smith, Cllr R Griffin,
Cllr V White (County Councillor), Pc Sarah Chapman.
APOLOGIES: Cllr D Dorling, Cllr H Painter, Cllr C Spicer and Mrs J Brookman.
1.0 - DECLARATION OF INTERESTS: None.
2.0 - POLICE REPORT:
Pc Chapman reported that there had been no crimes
in Pakenham in the last six weeks. Police surgeries will be held on Thursdays
from 12.45 to 12.45 pm in the Village Hall.
3.0 - COUNTY COUNCILLOR'S REPORT:
Parish Council need to arrange a meeting
between Trevor Newton of Suffolk Highways, Parish Council and the police
regarding the parking problems in The Street particularly in the vicinity
of the Village Hall. Cllr White agreed to arrange this. Suffolk Highways
have agreed to carry out work to the kerb adjacent to The Fox where Mrs
Finch fell. Cllr White has attended meetings regarding Gt Barton A143 (also
A134 Ingham). These are major works, particularly a Gt Barton bypass, although
chances are not great. The most likely route is a middle route or southern
route, the northern route is seen as too expensive. Cllr Griffin was asked
to make some comments on the ideas on behalf of the Parish Council. Flashing
slow lights will be fitted soon on the A143.
Cllr White has written to the Managing Director of Anglian Water regarding
the flooding of the Tipples house in Fen Road. The found a valve had been
fitted the wrong way round and reversing it appears to have solved the
problem. Cllr White is attempting to get them some compensation.
4.0 - BOROUGH COUNCILLOR'S REPORT:
A report from Cllr Spicer was read
in his absence.
Deborah Cadman, the Chief Executive will visit Pakenham on 2 August at
2.0 pm, this will include a visit to the Monday Club.
Cllr Spicer continues to be kept informed about the enforcement order
and planning application regarding Shetland Boats by both St Edmundsbury
and parishioners.
Cllr Spicer continues to monitor the Manor Farm planning application and
has expressed concern regarding the Topiary Art Design application at Grimstone
End and has asked it to be brought to the Planning Committee.
Regarding the Willowdene pumping station, the Environmental Health Department
will attempt to ensure Anglian Water rebuild the rising main in 2004 (Grimstone
End - Barton Mere).
Cllr Spicer requests that you express your views regarding the Cattle
Market project, the consultation period is from June to October 2004.
The meeting was convened.
5.0 - MINUTES OF THE PREVIOUS MEETING:
The minutes of the 25 May 2004 were approved and signed as a true
record.
6.0 - PLANNING APPLICATIONS:
TCA04/1043 Riverside, The Street, Pakenham.
Fell one Sycamore tree situated in a Conservation Area. No objections.
OUTCOME OF PLANNING APPLICATIONS:
SE/04/2235/P Acorns, Brand Road, Great Barton
Erection of extension to residential annexe - Granted.
SE/04/1835/P Compton Cottage, Fen Road, Pakenham
Erection of two-storey side extension (following demolition of lean-to
extension) - Refused.

8.0 - PARISH CAR PARK AT ST MARY'S CHURCH:
One tender for the proposed
work at St Mary's Church had been received and was opened at the meeting.
In the absence of Councillors Dorling and Painter, who were the councillors
responsible for this project, it was decided to defer a decision until
the next meeting.
9.0 - THE DELL:
Following correspondence from Mark Bleay of Countryside,
Conservation & Tree
Services regarding a management plan for The Dell (previously circulated)
the question was raised regarding the responsibility for safety,
as the Borough Council will not permit extensive works. It was decided
that a public meeting should be held to discuss The Dell, at which
the Borough Council would provide a representative and Mark Bleay
could be invited. It was proposed that this should take place at
the next Parish Council meeting.
10.0 - CORRESPONDENCE:
Letter concerning Village of the Year Awards
2004, application unsuccessful.
Havebury have experienced problems with contractors completing the
ground maintenance work to a satisfactory standard and apologise.
Clerk to contact regarding land to the rear of 14 The Owell.
Countryside Agency have provided a map showing common land and open
country in East England, none in this parish.
11.0 - QUESTIONS TO THE CHAIR:
Cllr Griffin had received several
complaints about overhanging trees in Fen Road which he is dealing
with. Cllr Mangnall has contacted Mulberry House regarding a large
overhanging branch on a Plane tree and is awaiting a response.
12.0 - DATE OF NEXT MEETING: The next meeting will be held on Monday,
26 July 2004.
