Meeting of PAKENHAM PARISH COUNCIL MINUTES OF THE MEETING HELD ON 11 NOVEMBER 2004 THE PAVILION, PAKENHAM AT 8.00 PM PRESENT: Cllr H Painter, Cllr L Couper, Cllr R Griffin, Cllr P Smith and Mrs J Brookman (clerk). APOLOGIES: Cllr J Mangnall, Cllr D Dorling and Cllr C Spicer. 1.0 - DECLARATION OF INTERESTS: There were no declarations of interest. 2.0 - PLANNING APPLICATONS: SE/04/3685/P Topiary Art Design, Mill Road, Grimstone End, Pakenham. Applicants - David Brown & Paul Scarlett. Erection of building to accommodate workshop, store and offices associated with existing horticultural use (revised scheme). The parish council's observations were; very concerned about the control of the site and that albeit the proposed building is smaller than included in the original application, still concerned that this will be turned into a dwelling outside the development area of the village; concern that the site will be used for manufacturing, the production of stainless steel frames, mentioned in Mr Chillingworth's report and subsequently as a retail outlet; concerned about the open ended development of this site as a retail outlet given the hours listed as 8 am to 9 pm seven days a week, including Bank Holidays, therefore 365 days a year. If permission is granted could there be a restriction included to control/reduce these hours; there was also a concern regarding the highways if traffic use intensified; the parish council asked that the external lighting be controlled and a condition be included if permission is granted, to control the outside security lighting. SE/04/3703/LB Redcastle Farm, Brand Road, Great Barton. Applicants - Mr & Mrs AP Crane (i) Demolition of porch, removal of door and widening of door opening into kitchen and (ii) erection of replacement porch. No observations. 3.0 - DATE OF NEXT MEETING: The next meeting will be held on Tuesday 23 November 2004 in the Village Hall, Pakenham commencing at 7.30 pm. The meeting was closed at 8.45 pm. |
