PAKENHAM PARISH COUNCIL

12 JANUARY 2005, THE VILLAGE HALL, PAKENHAM

PRESENT: Cllr H Painter, Cllr D Dorling, Cllr R Griffin, Cllr P Smith, Cllr L Patterson, Cllr C Spicer, Mr & Mrs S Manning and Mrs J Brookman (clerk).

APOLOGIES: Cllr J Mangnall and Pc S Chapman.

Cllr Painter chaired the meeting.

1.0 - DECLARATION OF INTERESTS:
Cllr Painter declared an interest in planning application SE/04/4115/P, The Old Factory Site, Home Farm Lane, Pakenham.

2.0 - PUBLIC FORUM:
Mr Steve Manning outlined the details concerning a recent planning application he had made relating to Topiary Designs, Grimstone End, Pakenham and invited Parish Councillors to visit his home to see the work he is intending to carry out on the site in the application. Cllrs Dorling, Griffin and Patterson accepted the invitation and would report back to the next meeting.

3.0 - BOROUGH COUNCILLOR'S REPORT:
Cllr Spicer requested that it was minuted that the details relating to two caravans mentioned in the minutes of 11 August 2004 item 8.0 regarding Topiary Designs was incorrect.

Cllr Spicer confirmed he was still pursuing the Borough Council for the 106 conditions relating to Shetland Boats.

Cllr Spicer is now a member of the Licensing Panel and this was now the responsibility of the Borough Council.

Cllr Spicer updated the meeting on the situation regarding the Cattle Market Site, the parish council confirmed it had fears and reservations regarding this project, Cllr Spicer agreed to report this back to the Committee.

4.0 - POLICE REPORT:
A report from Pc Chapman was given in her absence. There have been no recorded crimes since the last meeting and the surgeries are going quite well, the times have been changed to Wednesdays between 10 am and 11 am.

The meeting was convened.

5.0 - MINUTES OF THE PREVIOUS MEETING:
The minutes of the meeting held on 23 November 2004 were approved and signed as a correct record.

6.0 - CLERK'S REPORT:
The clerk confirmed that the vacancy for a parish councillor as a result of the resignation of Cllr Couper could now be advertised.

A letter had been received from Mr Critchley regarding a pothole in Fen Road, County Council advised and dealing.

Mr Nunn had confirmed a start date for the work to commence at the parish car park at St Mary's Church and Rev Hooper had been advised. Cllr Dorling offered to act as liaison councillor with all parties.

It was agreed that meeting between Patsy Dell, Head of Planning and Engineering Services, Mr Reinman of Shetland Boats and residents should be held separate to a Parish Council meeting to ensure sufficient time to discuss matters. Date to be agreed and advised.

7.0 - THE DELL:
The details of a letter from Mark Bleay following a site meeting with Cllr Painter and the clerk was conveyed to the meeting and Cllr Painter outlined the points discussed. It was agreed that the limb of an Ash tree was felled as it was overhanging The Street and in a dangerous condition. It was unanimously agreed that Mark Bleay should be asked to produce a management plan for The Dell.

8.0 - CCTV CAMERA AND SECURITY LIGHTS:
Cllr Painter is still awaiting a quote from the County Council for a lamp post to be erected alongside the Village Hall, it is then proposed to mount the CCTV camera on the reverse of the lamp post.

Cllr Painter left the meeting at 8.40 pm and Cllr Dorling chaired the meeting.

9.0 - PLANNING APPLICATIONS:

SE/05/1005/LB Pips Cottage and The Cottage, The Street, Pakenham. Applicant - Ms Anna Kettle and Mrs Anne Beck. Repaint exterior with lime wash and pine tar. No objections.

SE/04/4115/P The Old Factory Site, Home Farm Lane, Pakenham. Applicant - Mr AM Mackenzie. Outline planning application - dwelling. The parish council objected to this application as it is outside the settlement area of the village and was concerned about the increase in vehicles using the byway.

SE/04/4084/P The Broadway, (former Builders Yard), Grimstone End, Pakenham. Applicant - Mr A Reinman, c/o Shetland Boats. Change of use of offices associated with Builders' Yard to Class B1 (Business). The parish council objected on the grounds of increased traffic to this site was undesirable and did not agree with changing the 106 Agreement to accommodate this application.

SE/04/3237/P and SE/04/3240/LB Priory Farmhouse, Bury Road, Ixworth. Granted.

SE/04/3803/P Queach Farm, Gt Barton. Granted.

11.0 - CORRESPONDENCE:
Details from SALC, the draft East of England Plan is currently out on consultation. A number of meetings have been set up at which officers of the East of England Regional Assembly and/or Suffolk local authorities will give town and parish councils an overview of the draft Plan and an opportunity to focus on its local implications. The meetings should help those attending to decide whether they want to respond to the Assembly, the authors of the Plan, and if so, the particular issues they might wish tocover. There will be a meeting at Shire Hall, Bury St Edmunds on Wednesday, 9 February commencing at 7.00 pm.

Letter Letter from St Edmundsbury Borough Council confirming the new Licensing Statement of Policy had been formally adopted and will be used to make decisions on licence and notice applications made under the new Licensing Act 2003. Clerk has full copy of the Act. Before the Act comes into effect, there will be a transitional period starting from 7 February and is expected to last for nine months. Applications regarding licensing have to be publicised by way of a public notice on the premises and a notice in a local newspaper, the Council will also keep a public register. Parish Clerks will no longer be notified in writing of an application so it will be important to check the register of applications, or public notices regularly, as there is only 20 working days from the date the application is accepted in which to submit a relevant representation.

Copy letter from Suffolk Preservation Trust and The Suffolk Building Preservation Trust regarding the planning application SE/04/3685/P - Mill Road, Grimstone End, Pakenham - Topiary Design. Both trusts are concerned about the proposal and what is intended in the short and long term and object to the granting of planning permission for this proposal in its current form.

SCARF are running an Emergency Planning Seminar for all Suffolk Parishes on Wednesday 23 February 2005 at Kesgrave War Memorial Community Centre, registration at 9.30 am, starts 10 am and ends approximately 3.30 pm.

SALC - Parish Website. As part of the continuing efforts to help our local councils to become more accessible to their parishioners the Brundish Training Centre is working in partnership with SALC and has put together a package to help utilise the onesuffolk portal. The cost of a one-day training course plus a follow up support session is in the region of £70. The Brundish Training Centre has already been offered £4,500 subject to the remaining £4,800 being raised. In principle this additional funding could be provided from the County Councillors Locality Budget but the request has to come from individual Parish/Town councils. Therefore SALC are asking if we can write on behalf of this parish council to our County Councillor requesting them to donate £100 from the locality budget to enable this training to be run. This match funding if crucial to make the training project viable. Country Councillors have received details outlining the project, its objectives and benefits. Parish councillors agreed that Pakenham has a web site and the above is not necessary.

Letter from Deborah Cadman, Chief Executive, St Edmundsbury Borough Council. In 2004 St Edmundsbury went through a process called a Comprehensive Performance Assessment which involved independent inspectors from the Audit Commission taking a detailed look a the services provided and the way in which they are provided. A "good" rating was scored, just 3 points off a top rating of "excellent".

12.0 - OPEN FORUM:
Cllr Patterson volunteered to take on the responsibility for the footpaths.

13.0 - DATE OF NEXT MEETING:
The next meeting will be held on Monday 28 February, 2005 in the Village Hall commencing at 7.30 pm.

The meeting was closed at 9.35 pm.
