PAKENHAM PARISH COUNCIL

4 JULY 2005, THE VILLAGE HALL, PAKENHAM

PRESENT: Cllr J Mangnall, Cllr H Painter, Cllr D Dorling, Cllr P Smith, Cllr R Griffin, Cllr L Patterson, Cllr C Spicer, Cllr R Hopfensperger, Mr P Wilson and Mrs J Brookman (clerk).

APOLOGIES: Cllr M Sargent.

1.0 - DECLARATION OF INTERESTS:
Cllr L Patterson declared an interest in planning application SE/05/01805, Fen House, Fen Road, Pakenham.

2.0 - COUNTY COUNCILLOR'S REPORT:
Cllr Hopfensperger confirmed that the locality budget would stand for the coming year and that she had submitted the request for funds towards the cost of a lamp post to be erected outside the village hall and that approval should be granted by the end of the month. Cllr Hopfensperger also confirmed that she had forwarded comments regarding the 30 mph flashing sign at Gt Barton and confirmed that it is the landowners responsibility to cut the hedge but that the county council would carry out the work and charge the owners if action was not taken within the near future. The County Councillor agreed to report that the verges around the Pakenham sign and 30 mph signs at Upper Town needed attention. The Parish Council requested financial assistance from the locality fund for a further lamp post to be sited at the car park end of the footpath at St Mary's Church and Cllr Dorling confirmed that he had one estimate but would obtain a second.

3.0 - BOROUGH COUNCILLOR'S REPORT:
Cllr Spicer raised the matter of car parking in The Street, it was felt that the present parking acted as a calming measure most of the time but there were times when it was felt that emergency vehicles would have difficulties getting through. Cllr Spicer to monitor and liaise with the community police officer. Cllr Spicer confirmed that he had a meeting with Emma Nodding of Havebury regarding car parking around The Owell and would also inspect River Close and check the footpath at the rear of the garage on The Owell for access.

The Chairman convened the meeting.

4.0 - MINUTES OF THE PREVIOUS MEETINGS:
The minutes of the meetings held on 23 May and 15 June 2005 were approved and signed as correct records.

5.0 - CLERK'S REPORT:
The Clerk's request to purchase an up to date copy of Charles Arnold for £40 was approved.

It was agreed that enquiries would be made to arrange a joint meeting with Bardwell, Ixworth and Ixworth Thorpe Parish Councils to host a training session "Whats on the Agenda" organised by SALC. A date in October to be confirmed.

Mrs Valerie White requested the parish council's permission to make comments on the Local Plan and to establish a clearer definition of "industrial use" with regard to planning and the use of parish council minutes as evidence. The parish council had no objections to this request.

6.0 - PLANNING APPLICATIONS:
Cllr Patterson left the meeting at 8.05 pm.

SE/05/01805 Fen House, Fen Road, Pakenham. Applicant - Mr G Evans. Erection of detached double garage with new access and associated driveway. No observations regarding the erection of the double garage, however, the parish council queried whether the space shown on the plan is sufficient to accommodate vehicles turning and whether there is clear visibility for access to the road.

Cllr Patterson returned to the meeting at 8.15 pm.

TCA05/1164 The Old Cottage, The Street, Pakenham. Applicant - Mr &Mrs Lyddiatt. 30% crown reduction to one Willow tree. No observations.

SE/05/01840 Laundry Cottage, The Street, Pakenham. Applicant - Mr & Mrs Norton. Extension of existing garage to provide two bay cart lodge and store with pitched roof over.

No observations.

OUTCOME OF PLANNING APPLICATIONS:
A Tree Preservation Order has been placed on Acer pseudoplatanus south of Compton Cottage in the grounds of New House, Fen Road, Pakenham.

SE/05/01735 Pips Cottage, The Street, Pakenham. Applicant - Ms A Kettle. Listed Building Application - Reinstatement of mullion window on front elevation and replacement of window on side elevation. Granted.

SE/05/1575/P 44 The Owell, Pakenham. Siting of bunded oil tank in front garden. Granted.

The clerk reported that the audit for 2004 had been signed off by Lubbock Fine and that only comment was that approval was after the date set in legislation which was 30 September 2004.

The internal audit for 2005 had been completed with no problems. The details of the "Statement of Assurance" were read to the Parish Council and the Chairman signed the Annual Return to confirm this. The Rights of Inspection have been published and the accounts are then due with Lubbock Fine by 10 August 2005.

8.0 - BOWLS CLUB:
The clerk confirmed that the Borough Council's legal department had advised that a 7 year lease be soought with the Bowls Club, as a 10 year lease would involve the property having to be valued and consequently additional costs would be incurred. The Parish Council agreed that a 7 year lease should be negotiated.

9.0 - BUGGY CLUB:
It was confirmed that no rent had been received from the Buggy Club, Cllr Painter agreed to establish a contact with the club.

10.0 - CORRESPONDENCE:
Letter from defra re Clean Neighbourhoods and Environment Act 2005 which received Royal Assent on 7 April. Copy of letter circulated at meeting.

Suffolk Preservation Society have been asked to appear on "the district level apportionment of regional growth in respect of St Edmundsbury" ie housing and infrastructure for the next 20 years. If there are any concerns we would like illuminated at this hearing they can be forwarded to them.

Suffolk Preservation Society Training Day - "Understanding your Listed Buildings and Conservation Area", on Wednesday, 26 October 2005, The Barn, Haughley Park, Stowmarket, between 9.30am and 3.30 pm. Cost £9.00 including lunch.

Fieldwork - June edition.

NHS, The Suffolk Pharmacy and Dispensing Sub Committee approved the application on behalf of Suffolk West PCT in respect of an application by Ixworth Medical Services Ltd for full inclusion in the pharmaceutical list in Ixworth.

Replacement Local Plan for 2016.

11.0 - OPEN FORUM:
Cllr Mangnall had received complaints of dogs fouling and digging holes on the football pitch, PVH & PFA to deal.

Cllr Smith reported that the suppliers and owners of the communal oil supply to Manor Garth would not supply the area from September. Clerk to write to the company for confirmation that they will be removing the existing tank and also to Anglia Water regarding pollution.

Mrs Austin had reported an unpleasant smell from behind the garage at her property regarding the disposal of fish this was noted by the parish council.

12.0 - DATE OF NEXT MEETING:
The next meeting will be held on Monday 5 September 2005 in the Village Hall commencing at 7.30 pm and the following one on Monday 17 October 2005.

The meeting was closed at 8.45 pm.
