PAKENHAM PARISH COUNCIL

16 JANUARY 2006 IN THE VILLAGE HALL, PAKENHAM

PRESENT: Cllr J Mangnall, Cllr H Painter, Cllr D Dorling, Cllr P Smith, Cllr R Griffin, Cllr M Sargent, Cllr R Hopfensperger, Cllr C Spicer, Mrs B Kelly and Mrs J Brookman (clerk).

APOLOGIES: Cllr L Patterson.

1.0 - DECLARATION OF INTERESTS:
Cllrs Mangnall and Smith declared an interest in all matters relating to the village hall and Cllr Sargent declared an interest in the bowls club lease.

2.0 - COUNTY COUNCILLOR'S REPORT:
Cllr Hopfensperger confirmed that the county council were in the process of setting budgets and that the final figures would be released by February. It was confirmed that the horse signs requested for the A143 should be forthcoming and these would be provided out of the locality budget. Cllr Hopfensperger confirmed that she would be carrying out a tour of the village for a general look around regarding signs, street lighting and parking in The Owell and also agreed to contact the borough council to chase for the quote still outstanding regarding the proposed lamp post at the village hall. Clerk to confirm final cost of the lamp post which has been erected at St Mary's Church for reimbursement. Councillors requested the councillor make enquiries as to the progress of the signs for Upper Town, Bull Hill and Grimstone End. It was also requested that the finger sign post at the crossroads at Upper Town be moved to the triangle of grass at the junction, and it was confirmed that the white lines at this location would be repainted as an interim safety measure.
   
3.0 - BOROUGH COUNCILLOR'S REPORT:
Cllr Spicer was asked to look into why lamp post No 6 was missing and to request reinstatement.
Cllr Spicer reported that the borough council has signed up to the Public Service Village which would include the council offices and police being located at Western Way, Bury St Edmunds. It was confirmed the collections housed in the Manor House were in trust to the borough council and that the clock collection would be relocated to the Guildhall and paintings and costumes elsewhere. Cllr Spicer confirmed that he was meeting Patsy Dell and would give her a copy of the clerk's letter regarding Shetland Boats and ask her to reply. Directional signs have been erected by Shetland Boats and the schedule of conditions is due to be signed in the new year. The borough council are still liaising with the Whitwell's agents re Manor Farm, Upper Town. The tipping off the A143 was discussed; clerk to write to Paul Felton, Suffolk CC waste management, the borough council asking if a licence is needed to tip on this flood plain and also to the planning department.

The Chairman convened the meeting.

4.0 - MINUTES OF THE PREVIOUS MEETINGS:
The minutes of thee meetings held on 28 November, 19 December 2005 and 5 January 2006 were approved and signed as a true record.

5.0 - CLERK'S REPORT:
An application to erect a new memorial for Mrs Betty Dyer was approved.

6.0 - PLANNING APPLICATIONS:

SE/06/1038 31 The Owell, Pakenham.  Applicant  - Mr FR Wiseman.
Erection of single storey rear extension. No objections.

OUTCOME OF PLANNING APPLICATONS:
SE/05/02730 Pakenham Bowls Club - Replacement of existing bowls club changing hut to portable building as amended by letter dated 6 December 2005 confirming height of building.  Granted.

SE/05/02736 32 The Owell, Pakenham.
Erection of single storey rear extension as amended by drawing no 338/05/03 Rev A received 7 December 2005 indicating increase in size of bedroom. Granted.

SE/05/02453 The Village Hall, The Street, Pakenham.
Erection of wooden storage building. Granted.

The clerk had written to the treasurer of the Pakenham Village Hall and Playing Fields Association requesting details of the bank balances at 31 July 2005; amounts due for payment at that date; a summary of the receipts and payments for the 2004/05 year; and the charity's budget for 2005/06 if available. The treasurer had provided all the information with the exception of the details of the charity's budget which is awaiting discussion by the committee. A letter had been received from Joan Mangnall dated 13 December 2005 on behalf of PVH & PFA outlining the use of donations from the Parish Council and was read to the meeting. It was agreed that Christopher Spicer as Chairman of the committee would contact the treasurer and request accounts with balances and details for the next meeting so that the precept money can be allocated.

8.0 - THE DELL AND PROPOSED TREE PLANTING IN THE STREET:
Cllr Painter confirmed that the application had been submitted and that we were awaiting permission. It was confirmed that the plans regarding the trees and bulbs would be sent to Mr Jim Nunn.

9.0 - CCTV  & ADDITIONAL LIGHTING AT THE VILLAGE HALL:
It was confirmed that the camera had arrived and that we still await the quote from the borough council for the lamp post.

10.0 - PROPOSED RAILINGS ON THE FOOTPATH IN FRONT OF ST MARY'S CHURCH:
It was confirmed that Cllrs Mangnall and Painter would be meeting a representative from the borough council to discuss the matter on 17 January at the site.

11.0 - THE BUGGY CLUB:
The clerk had spoken to a representative of the club who confirmed that they proposed to hold between 6-8 meetings during the coming year. Clerk to establish what monies they have paid; what they should have paid; what they owe and then discuss the lease at the next meeting.

12.0 - ALLOTMENTS:
Clerk confirmed that three allotments were let at present. It was agreed that the rent would be reviewed and would be £5.00 per allotment as proposed by Cllr Mangnall and seconded by Cllr Dorling as from 1 April 2006. A request had been received for the use of an allotment, Cllrs Mangnall and Dorling to visit site and establish the number of allotments available.

13.0 - CORRESPONDENCE:
The Local Councillor - December 2005.  Copy issued to all councillors.
Spring Clean Suffolk Week 20-26 March 2006 this campaign is aimed to provide a better environment for those who live in and visit Suffolk.
Letter from Mrs Mangnall on behalf of Pakenham Village Hall and Playing Field Association regarding the grants given to the association by the Parish Council.  Relevant to Item 10 on the agenda for 16 January 2006.

Letter from Suffolk Preservation Society and Suffolk Building Preservation Trust Limited - included - "... like to take this opportunity to thank everyone who contributed to the Pakenham Water Mill Appeal which raised more than £13,000 from the Membership and with a donation from SPS, secured the care and repair of the water mill, and has not set the framework for further works in connection with the Grade II adjoining miller's house, outbuilding and grounds."
Letter from Suffolk CC.  Household waste recycling centre, the barriers have been raised to 2.00 metres to allow access to people carriers and most 4x4's.
Letter from CPS Fuels. Confirm they have ceased to supply oil to Manor Garth and they will be removing the tank and clearing the site sometime this year. Clerk to write and request removal as soon as possible.
Letter from St Edmundsbury BC re Clean Neighbourhoods and Environment Act 2005 - Dog Control Orders. Clerk to read out at meeting re Land to be subject to a Dog Control Order. Clerk to request footpath no 2 is added to the list.
Consultation on new Primary Care Trusts.

The Chairman closed the meeting.

14.0 - OPEN FORUM:
It was requested that the following items should be placed on the agenda for the next meeting; Buggy Club; Allotments; Tipping - A143; Railings on the footpath at St Mary's Church.
Cllr Painter requested the clerk check with the planning department whether details on landscaping were a condition of the planning permission granted to Woodstock Bungalow, Fen Road, Pakenham.

15.0 - DATE OF NEXT MEETING:
The next meeting will be held on Monday 6 March at 7.30 pm in the Village Hall, Pakenham and the following meetings will be held on 10 April and the Annual Meeting on 15 May 2006.

The meeting ended at 9.50 pm.
