PAKENHAM PARISH COUNCIL
6 MARCH 2006, THE VILLAGE HALL, PAKENHAM
PRESENT: Cllr J Mangnall, Cllr H Painter, Cllr D Dorling, Cllr P Smith, Cllr R Griffin, Cllr L Patterson, Cllr M Sargent, Cllr R Hopfensperger and Mrs J Brookman (clerk).
APOLOGIES: Cllr Spicer and Pc S Tate.
1.0 - DECLARATION OF INTERESTS:
Cllrs Mangnall and Smith declared an interest in matters relating to the village hall and Cllr Sargent declared an interest in bowls club matters.
2.0 - COUNTY COUNCILLOR'S REPORT:
Cllr Hopfensperger confirmed that Rod Jones from Suffolk County Council would be carrying out a site visit on 13 March at the village hall regarding the additional lighting, the Borough Council have agreed to carry out the ongoing maintenance for this and £1,000 has been set aside in the locality budget to meet the costs.
It was confirmed that signage matters were in hand.
A full council meeting is to be held to debate the Primary Care Trusts.
It was reported that pot holes were in need of attention on the road towards the Bunbury Arms, Church Hill and Sandy Lane.
Cllr Hopfensperger left the meeting.
3.0 - POLICE REPORT:
Pc Tate submitted a written report confirming that there had been no reported crimes since the last meeting and offered support regarding the additional lighting at the village hall.
4.0 - BOROUGH COUNCILLOR'S REPORT:
A report from Cllr Spicer was read in his absence. Manor House Museum collections are now being promoted by a Trust and Business Plan which Cllr Spicer is encouraging.
Patsy Dell is pressing Shetland Boats to sign up to conditions and will respond to the Parish Council and will also press Mervyn Wake (Enforcement Officer) re the A143 tipping. Upper Town agricultural house is still with both party's consultants, it will then pass to the Planning Committee. Cllr Spicer is checking on street light no 6. Sunday parking in Bury is on street/Angel Hill after 1 pm for a one year trial. Suffolk Spring Clean 20-24 March, please support at Cllr Spicer is on the committee. Borough council tax is 3.5%, lowest increase for 6 years, the overall is +4.5%, sadly East Anglia gets lowest government support.
5.0 - MINUTES OF THE PREVIOUS MEETINGS:
The minutes of the meetings held on 16 January and 14 February 2006 were approved and signed as a true record.
The Chairman convened the meeting.
6.0 - PLANNING APPLICATIONS:
SE/06/1201 2 Maulkins Hall Drive, Fen Road, Pakenham. Applicant - Mr AF Inglis.
Erection of first floor extension to side. The parish council was concerned about the french doors overlooking the neighbours gardens and considered the steel columns to be incongruous.

The external auditors had signed off the accounts for year ending 31 March 2005 drawing the attention of the parish council that it is best practice to have standing orders governing the operation of the parish council, previously small councils were not required to have these and the Financial Regulations should be reviewed. The parish council will need to comply with this by summer 2006 when the next set of accounts are submitted. The auditor also reported that in future the minutes need to specifically identify the section of the Local Government Act under which expenditure is made, the discretionary grant from the Borough Council needs to be separated from the precept on the audit form and the level of insurance cover should be reviewed. The closure of the audit was noted.
The Chairman signed the agreed precept.
Cllrs Mangnall and Smith left the meeting and Cllr Painter chaired the discussion regarding precept money relating to PVH & PFA.
The PVH & PFA draft accounts for year ended 31 July 2005 had been circulated to all members of the parish council.
Cllr Sargent proposed that the £1,200.00 grant the parish council gives to the PHV & PFA should be used this year specifically to refurbish the Pavilion as an ongoing project and that the £1,500.00 given for the rental of the fixtures and fittings in the shop was confirmed for 2006/07 and would then be reviewed at the next precept, this was seconded by Cllr Dorling. This proposal was agreed unanimously by the Council.
Cllrs Mangnall and Smith returned to the meeting and Cllr Mangnall resumed chairing the meeting.
8.0 - THE DELL AND PROPOSED TREE PLANTING IN THE STREET:
A hazard risk assessment and decay detection report of the Beech tree had been carried out by Treecare Consultants Ltd and the report was presented to the meeting. It was proposed by Cllr Painter that three quotes relating to retaining the tree and carrying out the recommended work be sought to include one from Countryside, Conservation and Tree Services; this was seconded by Cllr Patterson and agreed unanimously. Cllrs Dorling and Griffin requested copies of the full report.
Mr Jim Nunn the Highways Manager outlined his concerns regarding the proposed planting of trees along the verge in The Street following the parish council's enquiry and Mrs Beevor had written to the parish council expressing concerns regarding the proposal the parish council therefore decided not to proceed. Mr Nunn had no concerns with planting bulbs in this area and the parish council unanimously agreed that a plan should be prepared and submitted requesting a license for this, clerk to write to Mrs Beevor regarding this proposal.
9.0 - PROPOSED RAILINGS ON THE FOOTPATH IN FRONT OF ST MARY'S CHUCH:
Cllrs Mangnall and Painter had met with Mr Charlie Mitson of Suffolk County Council who had agreed to provide railings in-keeping with the existing hand rail at the steps to the church. Clerk to chase.
10.0 - BUGGY CLUB:
It was unanimously agreed that the clerk should write to the Buggy Club and stress that for a number of years the parish council have received no income from the club and a lease has not been signed. The parish council would like £500 in order that the Buggy Club may continue to use the premises and if they do not pay they will be expected to clear the site. If the club would like to discuss the matter the parish council would be happy to meet with them on 16 May 2006 at the Annual Parish Meeting.
11.0 - TIPPING AND ACCESS BESIDE THE A143:
It was reported that since the last meeting plannings have been laid, clerk to write to borough council to request assurance that this matter is being monitored and the access is not allowed to become established, copy to borough councillor.
12.0 - THE ALLOTMENTS:
Cllrs Mangnall and Dorling had visited the allotments; all three are rented at present recent applicant's name to be placed on file.
13.0 - THE BOWLS CLUB LEASE:
The clerk confirmed that the new lease had been agreed and signed by both parties.
