PAKENHAM PARISH COUNCIL

8 MAY 2006 IN THE VILLAGE HALL, PAKENHAM

PRESENT: Cllr J Mangnall, Cllr H Painter, Cllr D Dorling, Cllr P Smith, Cllr R Griffin, Cllr L Patterson, Cllr M Sargent, Cllr C Spicer and Mrs M Gardiner (clerk).

APOLOGIES: none.

2 - PUBLIC FORUM:
The Chairman convened the meeting. Residents living nearby were concerned about noise and safety primarily. Prevailing wind direction should be taken into consideration when considering noise levels. A petition has been signed by over 30 residents. This will particularly affect those living at Grimstone End. Environmental health should be involved - lead and copper from bullets left lying around could find its way into the nearby watercourse. Mike Baines owns nature reserve at Baileypool bridge and receives a stewardship grant for this. There are circular walks, use by general public, which are very close to the site. Concern was also expressed about the possibility of over-shooting and the proximity of the A1088. Safety also for horse-riders and dog walkers

3 - PLANNING APPLICATIONS:

SE/06 1517 1 & 2 Mill Cottages, Thurston Road, Pakenham.
Raising of roof to provide bedroom accommodation.
Objection - aesthetically out of character with adjacent listed mill. Gable ends very prominent from road. Plans very difficult to interpret.

0721/06/FUL The Lime Quarry, Ixworth Road, Stowlangtoft
Disused quarry to be used as a rifle range
Cllr Spicer attended a site meeting with Philip Isbell from St Edmundsbury and also has experience of a similar quarry at Euston. Applicant Andrew Evans-Henrick, Rifle Craft, Diss. Consultant represents applicant who needs planning application but has no business plan yet, although it will be a commercial enterprise and require a large investment.

The Police are expected to use the facility, but this is not confirmed. No guns will be kept on site and instructors always present when shooting takes place The land is owned by David Johnston who says that clay pigeon shooting and motorbike riding on the land will cease. Semi-automatic weapons - silencers possible but no commitment Objections on the basis of safety to the general public. Observations - A large catcher should be built plus fencing
