PAKENHAM PARISH COUNCIL

TUESDAY 16 MAY 2006 - PAKENHAM VILLAGE HALL

PRESENT:  Cllr J Mangnall, Cllr H Painter, Cllr D Dorling, Cllr P Smith, Cllr R Griffin, Cllr M Sargent, Cllr C Spicer and Mrs M Gardiner (clerk).

2 - ELECTION OF OFFICERS:
The Chairman and Vice-Chairman were elected for re-appointment en bloc.  Proposed by Cllr D Dorling, seconded Cllr M Sargent.

3 - DECLARATION OF ACCEPTANCE OF OFFICE:
Signed by Chairman.

4 - RE-APPOINTMENT OF CLERK:
Proposed by Cllr J Magnall, seconded by Cllr D Dorling

6 - PUBLIC FORUM:
No public present

7 - POLICE REPORT:
PC Tate gave her report to the Annual Parish Meeting and had nothing further to add.

8 - BOROUGH COUNCILLOR'S REPORT:
Borough Council will monitor excessive digger driver training in Anderson's Pit, near Ixworth by-pass.
The Lodge will be given 28 days to cut back trees round street light.
Cllr C Spicer will represent Pakenham, Troston & Livermere at the Parish Conference..
Gravestones - should be checked for safety.
Tesco bus - no further progress.
Street light no.7 has been replaced as it was rotten.
Volunteers, including drivers, required for West Suffolk Association for the Blind, who meet in the Village Hall.
Tenders are in for the cattle market project in BSE - decision to be made in August. There will be variable signs to display car-parking availability.

9 - COUNTY COUNCILLOR'S REPORT:
Cllr R Hopfensberger had nothing to add to the report given to the Annual Parish meeting.

10 - MINUTES OF THE PREVIOUS MEETING:
were approved and signed as a true record.

11 - CLERK'S REPORT:
No report

12.1 - PLANNING APPLICATIONS:
1-2 Mill Cottages, Thurston Road. 
Amended plan submitted, but previous objection stands.

Lime Quarry, Ixworth Road, Stowlangtoft.
Worries about noise, access and safety. Council has written to Mid Suffolk with request for environmental study.

12.2 - ANY FUTHER APPLICATIONS:
None

12.3 - OUTCOME OF PLANNING APPLICATONS:
Shetland Boats
Cllr Spicer reported that a legal agreement has been signed.  Planning consent conditions will be circulated as soon as possible.

There is a need to appoint a new internal auditor.

14 - PAY REVIEW FOR VILLAGE CLEANER:
It was agreed to Increase his hourly rate, to be back-dated to April.
Tony requested we supply dog litter-bins in the village.  The Council suggested one in The Street and one by the Dell.
A new litter-bin is also necessary by the Pavilion, perhaps attached to the wall.  A trade waste bin would be ideal.  Will the Borough Council supply and collect regularly?
The Parish Council will pay if necessary.
Check with Borough Council for both bins.

15 - THE DELL:
One tender had been received.  Cllr Painter to chase other tenders before a decision is made.

16 - CCTV & ADDITIONAL LIGHTING OUTSIDE VILLAGE HALL:
The camera and switcher to be returned to Cllr H Painter ready for erection on site.

17 - THE BUGGY CLUB:
After discussion at the Annual Parish meeting, a new lease will be drawn up on receipt of payment of back rent.

18 - TIPPING ACCESS BESIDE THE A143:
This was covered at Annual Parish meeting.

19 - CORRESPONDENCE:

Neighbourhood Policing - Revised boundaries across Suffolk. Safer Neighbourhood Teams to be set up.  Comments are invited. Western Area Plan 2006-7 - comments welcome.
St Edmundsbury Borough Council - Code of Conduct Training: The Chairman will attend.  Update to register of electors.  Capital funds for Rural Projects   Standards Committee 23 May cancelled, next meeting 5 July,
SCC - Suffolk's Local Transport Plan 2006-11.  Bus service changes: 337 details posted on notice-boards.  Minerals Specific Site Allocations Issues & Options Consultation Report (Regulation 25 Stage).  Comments invited.  Customer Service Direct information & news.  The Suffolk Lorry Route network - updated leaflet.
NHS - application for full inclusion in Suffolk West PCT Pharmaceutical List - Ixworth Medical Services Ltd,  extension of period to commence provision by 18 months..
SALC - Chief Executive Officer is now Ms Shona Bendix, previously Deputy CEO. The Local Councillor: distributed.  Comments invited on proposed changes to SALC.  Training courses available: the Clerk wishes to attend one in July. Spring Conference: Thurston 26 May.  Awards: Newsletter of the Year, Council of the Year, Clerk of the Year.  Local Government Review - should Ipswich become a unitary authority? Increases to statutory benefits.  Request for information re experience of audit.

20 - OPEN FORUM:

21 - QUESTIONS TO THE CHAIR:
Old Hall Farmhouse - there had been a complaint about a large mound of soil (8-10 ft high) being erected for no obvious purpose.  Planning permission had not been sought.  Can be clearly seen from footpath no.4.  The Council agreed to monitor the situation.
Fen Road - a resident had reported flooding of the road, which affected their drive.  Suffolk CC Highways to be contacted.
