PAKENHAM PARISH COUNCIL

MONDAY 19 JUNE 2006 IN THE VILLAGE HALL

PRESENT: Cllr J Mangnall (Chairman), Cllr H Painter, Cllr D Dorling, Cllr R Griffin, Cllr L Patterson, Cllr M Sargent, Cllr R Hopfensperger, and Mrs M Gardiner (clerk).

The Chairman called for a minute's silence in memory of Peter Brown, who died recently. He was a prime mover in setting up the fund to build the new village hall.

1 - APOLOGIES: Cllr C Spicer

2 - DECLARATION OF INTERESTS: none.

3 - PUBLIC FORUM:
Shetland Boats.
Three members of the public attended the meeting to discuss conditions relating to the Planning Conditions applying to Shetland Boats. The Council agreed to write to the Enforcement Officer telling him that Shetland Boats are starting work at 6am (noted on 19.6.06) and suggesting he visit at irregular times and days. We should ask why the road restrictions been removed. No-one has ever walked by and seen the doors closed, they are always open during working hours. The smell is very strong. How can we police that the conditions are adhered to? The Planning Dept suggest a log be kept of incidents contravening the conditions. If we report these, what is the Enforcement Officer going to do and when? What happened to the 106 legal agreement with furniture maker on the same site?
After much discussion it was agreed to clarify these points with the Planning Dept.
The public were also concerned about the tipping on the A143. Dumping of earth is continuing. There has been no further planning application but a substantial heap of soil has recently appeared. The Council will write to enquire what is happening with this site.

4 - POLICE REPORT: no report.

5 - BOROUGH COUNCILLOR'S REPORT:
Cllr Spicer had emailed his apologies. He had distributed copies of the Shetland Boats conditions to interested parties and was urging Mr Wake, the SEBC Enforcement Officer to note the additional waste dumped to the north of A143 Ixworth by-pass.
Cllr Spicer has arranged for a green rubbish bin to be placed by the Pavilion.
The Council to ask about progress on acquiring dog litter bins for the village.
The chairman convened the meeting.

6 - COUNTY COUNCILLOR'S REPORT:
Cllr Hopsfenberger joined the meeting late, due to attending an earlier meeting elsewhere.
When she arrived, the Chairman temporarily adjourned the meeting to receive her report.
She was congratulated on her appointment as Mayor of Bury St Edmunds Town Council, taking over from Cllr Ames.
The column to support the light and CCTV camera outside the Post Office will be installed during the week beginning 26 June (or early the following week). The camera is now at the Post Office awaiting installation, which should be completed by the end of the month. EDF Energy had arrived to connect the camera, but unfortunately no pole was available at that time.
Cllr Hopfensberger will chase replacement and new signs requested earlier.
She is awaiting information about any legal powers which may apply to the access and dumping of waste on the A143 Ixworth by-pass.

7 - MINUTES OF THE PREVIOUS MEETINGS:
Planning meeting 8.5.06 and Annual meeting 16.5.06 were approved by the Councillors and signed by the Chairman.

8 - CLERK'S REPORT: no report.
The Chairman was given approval to draw up a contract for the clerk.

9 - PLANNING APPLICATIONS:
The Patch
Not attractive, too many dwellings. Vehicular access dangerous. It is a bad corner without extra vehicles. The council believe the site is in Great Barton parish, not Pakenham.

9.1 - OUTCOME OF PLANNING APPLICATONS:
1-2 Mill Cottages, Thurston Road
granted.

Old Hall Farm, Thurston Road
granted.

5 Manor Garth, Pakenham
granted.

Upper Town cottages
granted but much disquiet locally and fear that this may cause a problem in the future. Conditions applied: agricultural cottage - must be used by someone employed in agriculture, forestry etc.

10 - FINANCE REPORT:
The Dell: Cllr Painter had received an estimate from Suffolk Tree Services, which was compared with that already received from Mark Bleay. Mark to be asked to deal with the hedge and the sycamore, but not the beech tree. Cllr Painter to arrange a site meeting with the Borough Tree Officer and any Councillors available to discuss the beech tree. He should be sent Mark's letter and the report on the tree.
Audit: Form signed by Council for Lubbock Fine; Mr or Mrs Burrows of Manor Garth to be asked to do internal audit.

11 - ANDERSON'S PIT:
A local resident is keeping a log of the digger training activities, which are continuing. Councillor Spicer will take this up with St Edmundsbury. Pakenham write to support his approach.

12 - CCTV & ADDITONAL LIGHTING OUTSIDE VILLAGE HALL:
Should be in place by the end of the month!

13 - THE BUGGY CLUB:
No money has been received yet: clerk to chase. Other organisations using the Pavilion pay for each use and the Buggy Club should do the same to cover the use of electricity and water. Councillors suggest a letter be sent requesting payment of £200 within 14 days.

14 - CORRESPONDENCE:
Suffolk Preservation Society: Notice of AGM & letter outlining various events to be held in the future.
Beeton's Lodge: receipt of advert. The Council would prefer that villagers use the Blackbourne Centre which meets in Thurston.
St Edmundsbury - Licensing Act 2003. Hirers of the village hall for private events are responsible for arranging their own applications to St Edmundsbury within 10 working days of their event.
Electoral role amendments.
SCC - A better way for Suffolk: a four year plan.

Schools Review:discussion document - should age range be standardised throughout the county?
Changes to bus route 338: posted on noticeboards.
Data collected by SID: traffic speed through the village survey: near Manor Garth the majority of vehicles registered 32mph and by Newe House 35 mph.
Roadside nature reserve - Pakenham No 181: clerk to request map reference.
Charter 88 - modern & fair democracy: contents noted.
Suffolk Constabulary: consultation evening, Thursday 22 June, Risby. It has been suggested that as all rural areas have similar policing problems, one team could cover all rural areas around Bury St Edmunds.
White line extension plea outside village hall. Letter passed to SCC for action.
Neighbourhood Watch newsletter: Police surgery Thursday 22 June in the village hall.

15 - OPEN FORUM: no public present.

16 - QUESTIONS TO THE CHAIR:
Gravestones in the Parish graveyard: The Chairman has tested safety of gravestone and some require attention. Hanchetts to be asked for quote for any necessary repairs.
