PAKENHAM PARISH COUNCIL

7.30pm 22nd May 2008, Pakenham Village Hall

Present: Cllr H Painter, Cllr N Farthing, Cllr D Dorling, Cllr R Griffin, Cllr M Sargent, Cllr A Keeble, Cllr M Bryant. County Cllr R Hopfensperger, Borough Cllr C Spicer, 12 members of the public and Mrs M Gardiner (clerk).

1 - Election & Appointment of Chairman & Vice Chairman:
Cllr M Sargent proposed Cllr H Painter as Chairman for the coming year. Cllr D Dorling seconded the motion, which was carried unanimously. Cllr M Bryant proposed and Cllr A Keeble seconded the motion that Cllr N Farthing be appointed Vice-Chairman; all agreed.

2 - Signing of Declaration of Acceptance Form:
Cllr H Painter signed the form for the coming year.

3 - Apologies for absence: none..

4 - Declaration of interest: none.

5 - Public Forum:
A member of the public thanked the Parish Council for listening to residents and regretted that more people did not attend Parish Council meetings. Hopefully the formation of a Parish Plan will bring residents together. The meeting will be advertised in the Church magazine and on the village website.

6 - Borough Councillor’s report:
There was no further information on costs of a new street light. A grant may be available from the Rural Initiative Scheme.
Site at end of Mill Road – Cllr Spicer is still pressing for an answer to our queries and to know if an enforcement order was ever issued.
Cllr Farthing asked Cllr Hopfensperger to speak to SCC Highways Dept as an entrance has been created across the highway.
Shetland Boats – After complaints from residents Cllr Spicer spoke to the Planning Dept. Mr Reiman will be invited to attend the next Parish Council meeting.
Anderson’s Pit – Mr Anderson should be asked to confirm that vehicles will be kept on site and not travel to and fro along the narrow access lanes. Mr Burgess has agreed to a site meeting between the Chairman and planners. The revised application is still awaited.

8 - Police report:
PC Trish Sinclair introduced herself and was welcomed to the meeting. She tabled her report and said that home heating oil thefts were on the increase. She gave some tips for keeping oil tanks safe.
Borough Councillor C Spicer asked for more patrols in the village, particularly around The Owell and the playing field. He told her that the teen area had been sited so that it could be seen from the car park by the Pavilion. The Chairman convened the meeting.

9 - Approve minutes of the meeting held on 10th & 24th April 2008:
Councillors agreed that these should be signed as a true record.

10 - Clerk’s report Memorial request: clerk to query.

11 - Planning applications: (new) none.

TPO236(1997)9 : 1 The Greenwood, The Street, Pakenham
Remove lowest lateral limb from one Lime tree which is overhanging neighbouring garden.
At the site meeting it was unanimously agreed that the Parish Council considered that trimming the limb would unbalance the tree. However, they considered that some minor tree surgery would be acceptable.

Application granted:
SE/08/0381 : Gardeners Lodge, Bury Road, Ixworth.

12 - Finance Report:
The Annual Statement of Accounts for 2007-8 were circulated. Cllr proposed their adoption, seconded by Cllr. All agreed.
The Annual Governance Statement for the external auditor was discussed and completed.
Risk Assessment – Clerk to chase CCAS regarding an assessment.
A Finance Report was circulated and all payments were agreed.

13 - Community Speedwatch:
The paperwork had been circulated and carefully considered by Councillors.
It was unanimously agreed not to proceed.
