PAKENHAM PARISH COUNCIL

7.30pm 19th June 2008, The Martin Room, St Mary's Church

Present:  Cllr H Painter, Cllr N Farthing, Cllr D Dorling, Cllr M Sargent. Borough Cllr C Spicer, 7 members of the public and Mrs M Gardiner (clerk).

1 - Apologies for absence: Cllr R Griffin, A Keeble. M Bryant

2 - Borough Councillor's report:
Cllr Spicer had attended a Safer Neighbourhood meeting and had requested a frequent police presence in the area of the playing field and The Owell.
Land at Mill Lane - Cllr Spicer went through all the paperwork to date. A copy of the Enforcement Notice was circulated but unfortunately the Borough had not yet served this to the owner of the land. Cllr Spicer will keep chasing the Borough for action and the Council will also write. A member of the public enquired whether this might be a case for the ombudsman. The Council will not go down this route.
Anderson's Pit - nothing new to report. A revised planning application is still awaited. Neighbours reported noisy Saturday morning working and it was agreed that the site had been a problem for the past 14 years. The Council to write to the Borough to enquire whether Mr Anderson is in breach of an enforcement notice that was served in the early 1990s.
David Ruffley, our MP, will be holding a surgery in the Village Hall at 12.30pmon 5th July.

5 - Public Forum:
Shetland Boats - Mr Reiman did not attend the meeting. He will be invited to the next meeting.
Baileypool Bridge - Satnav caused another problem at the bridge. A very large Spanish lorry took telephone wires down along Fen Road but managed to stop short of the bridge. Urgent action is required. Clerk to pass to County Councillor
Allotments - Following a recent meeting, a member of the allotment committee enquired whether it would be possible to alter the agreement to encourage allotment holders to be as green as possible. This could help with acquiring grants. He also asked about ownership of the footpath and the frequency of grass-cutting as weeds were beginning to encroach upon the site. The Council suggested the allotment holders looked after this aspect themselves as SCC would only cut about twice a year. BT had been approached about the collection of water from the exchange roof but no decision had been received.

7 - Approve minutes of the meeting held on 22nd May 2008:
Councillors agreed that these should be signed as a true record.

8 - Planning applications:
SE/08/0758 - Woodlands, Fen Road, Pakenham
Erection of first floor to existing bungalow to form two storey dwelling (revised scheme to SE/08/0546)
Councillors discussed this application and unanimously agreed to strongly object to this application.
This bungalow is situated in a prominent location and on rising ground adjacent to the conservation area and councillors feel that a higher standard of design is required. The roof should be clay tiles rather than concrete and the whole design is out of keeping with a conservation area in a rural village

SE/08/0751 - Old Hall Farm. Thurston Road, Pakenham
Continued use of converted farm buildings as Class B1 (Offices) with associated parking & alterations to vehicular access (approved under planning permission SE/04/2814/P) without compliance with condition 9 (restricted working hours) to allow office accommodation to be used between the hours of 0800 and 2000 on Mondays to Fridays and between 0800 and 1200 on Saturdays.
Councillors agreed unanimously that they have no objection to the proposed change in working hours

SE/08/0799 - 3 Upper Town, Pakenham
Erection of single storey cartlodge extension & external staircase to existing garage
Councillors unanimously agreed that they have no objection to the proposal.
SE/08/0800 - 3 Upper Town, Pakenham - Listed building
(i) replacement of glazed screen & door to porch
(ii) weatherboarding of external walls
(iii) insertion of windows
(iv) creation of fireplace and flue
(v) replacement of felt roof on porch with a lead roof.
Councillors unanimously agreed that they have no objection to the proposal.

SE/08/0733 - Upper Town, Pakenham
Determination in respect of permitted agricultural development - erection of 2no feed silos

9 - New streetlight:
Borough Councillor C Spicer told Councillors that the cost would be £2471.18 plus VAT. The lamp could be attached to a nearby electricity pole. Only one resident has asked for the light and a letter will be sent to near neighbours to ask for their views.

10 - Memorial Inscription for Mrs Scarfe:
Councillors unanimously agreed the wording to be added to the memorial.

11 - Tree Warden's report:
Overgrown hedges - Clerk to write to request that these be trimmed for safety reasons.
Church Wood - Cllr Spicer to visit the wood and then to contact the Borough with regard to possible encroachment of the area by neighbouring properties.

12 - Footpath Warden's Report: none.

13 - Clerk's report:
Crime Prevention in the Community event - 1st July - no Councillors available to attend.

The clerk had received notification that she had passed the Certificate in Local Government Administration.

14 - Parish Plan:
A public meeting will be held on Monday 21st June in the Village Hall. Notices have been distributed to all residents of the village. Two councillors should be included on a committee of 8 - 15 people. It was unanimously agreed that Cllrs R Griffin and N Farthing should be the Council's representatives.

15 - Finance Report: attached.
Councillors agreed specified payments should be made.
The internal auditor had agreed the accounts and returned them to the clerk. These will now be forwarded to the external auditor, BDO Stoy Hayward.
A letter had been received from the Suffolk Building Preservation Trust Ltd who are raising funds for Pakenham Water Mill. Councillors all consider that the Water Mill is an asset to the village and a motion to send a donation of £100 was unanimously agreed.
Risk assessment - the clerk had contacted CCAS again and they had agreed to contact the Chairman very shortly to arrange a visit.
