Meeting of

PAKENHAM PARISH COUNCIL

7.30pm 24th July 2008, The Martin Room, St Mary's Church

Present: Cllr H Painter, Cllr N Farthing, Cllr M Sargent, Cllr R Griffin. Borough Cllr C Spicer, 7 members of the public and Mrs M Gardiner (clerk).

1 - Apologies for absence: Cllrs, A Keeble. M Bryant, D Dorling.

2 - Borough Councillor's report:
Storage tank at Manor Garth - no further progress.
Cllr Spicer had attended a Safer Neighbourhood meeting and reported on recent thefts in the area. Speed checking through the village took place on 24th July.
Land at Mill Lane - Cllr Spicer had sent copies of all recent correspondence to the Parish Council.
Anderson's Pit - Await developments after last meeting. Cllr Spicer is doubtful that training can take place without machinery working on top of the bund.
Cllr Painter said that the Council had asked for the application to be amended to show accurate level measurements and a 106 agreement signed.
Shetland Boats - the current temporary permission expires at the end of July. Mr Reiman will apply for a further extension for work at the boatyard and also for building two homes on the site, for which the permission is also due to expire shortly.

3 - County Councillor's report: None available.

4 - Police report: none available.
The Police held a surgery in the village hall today.

5 - Public Forum:
Shetland Boats - Mr Reiman did not attend the meeting.
There were no other matters to be discussed.

6 - Declaration of interest: none.
The Chairman convened the meeting.

7 - Approve minutes of the meeting held on 19th June and 18th July 2008.
Councillors agreed that these should be signed as a true record.

8 - Planning applications: none.

9 - New streetlight:
The request for a new streetlight along Fen Road has been withdrawn.

The streetlight at the entrance to The Greenwoods will go ahead with no cost to the Parish Council.

10 - Memorial Inscription for Mr & Mrs Steward:
Councillors unanimously agreed the wording of the memorial.

11 - Tree Warden's report:
It had been noted that several of the chestnut trees in the village had the virus that seems to be attacking these trees all over the country.

12 - Footpath Warden's Report: nothing to report.

13 - Clerk's report:
Cemetery questionnaire - Suffolk Joint Emergency Planning Unit requested information to help with planning for a pandemic. Clerk to return form.
Local Government Structural Review - SALC meeting 1st September
Councillors Register of Interests - Councillors were reminded that their details should be updated when necessary.
A speed limit extension had been requested for Church Hill, but had been turned down by SCC Environment & Transport Service Delivery.
Pakenham Charities accounts have been audited and the Parish Council have received a copy.

14 - Steps at the Owell:
Cllr Sargent had contacted SCC with the regard to the removal of these steps which have become a dangerous eyesore. Councillors agreed that these should be removed. Clerk to contact SCC.

15 - Finance Report: attached.
Councillors agreed specified payments should be made.

17 - Open Forum:
Church Wood: Cllr Spicer visited the wood with regard to encroachment of the area by neighbouring properties. There are no fences at the top and bottom of the site. For next agenda.
Welcome Pack: Cllr Sargent showed the Council a copy of the Welcome Pack that members of the WI had put together. Councillors congratulated members on an excellent publication. WI members will arrange for each newcomer to the village to receive a copy. The Council gave a donation towards the publication as previously agreed.
A member of the public congratulated the Council & James Dawkins on the work at the allotment site.
There is a lot of noisy activity at the farm by Baileypool bridge.
Recycling: it would be useful to have a definitive list of recyclable items. A list of 100 household items and how they should be disposed of would also be helpful (eg light bulbs, part-used paint cans)
Heritage trail: Cllr Painter suggested we set up a Heritage Trail around Pakenham. There are many sites in the village with an interesting history, which may soon become forgotten. Plaques and a written guide would be good. Residents could be asked to come forward with their ideas.
