PAKENHAM PARISH COUNCIL

7.30pm 17th November 2009, Martin Room, St Mary's Church

Present: Cllr H Painter, Cllr N Farthing, Cllr R Griffin, Cllr M Sargent,
Cllr A Kibbel, and Mrs M Gardiner (clerk).

1 - Apologies for absence: Cllr M Bryant, Cllr D Dorling, Borough Councillor C Spicer.

2 - The public had no matters to raise.

The Chairman convened the meeting.

3 - Declarations of interest: none.

4 - Approve minutes of meeting held on 22nd October 2009.
Councillors agreed that these should be signed as a true record.

5 - Planning applications:
SE/09/1173 - 4 Church Green, Pakenham
Erection of part single part 1 1/2 storey side extension.
Listed Building Application
Erection of part single part one and a half storey side extension as amended by letter and plans received 3rd November 2009 indicating repositioning of first floor bedroom window and revised specification for dormer window.
A letter in support of the application from SEBC C Spicer was read to the meeting.
Councillors accepted the revised drawings and agreed to withdraw their objections to this application.
However,they would like clarification of the land edged red and blue. The red area appears to go into next door's garden!

SE/09/1238 - Acorn Cottage, Fen Road
Listed building application
1 - External alterations to include (i) replacement of 4no windows and 2no doors (ii) replacement of part of front brick gable wall with timber frame (iii) rendering of external brick walls (iv) painting of external walls
2 - internal alterations to include (i) restoration of inglenooks (ii) installation of new bathroom (iii) removal of partition walls.
Councillors had a site meeting and discussed this application with the owners, who also attended the meeting. They confirmed that as the cottage is a listed building, they are consulting the Council before undertaking any work either inside or outside.
Councillors unanimously agreed to change their decision and to agree to this application.

SE/09/0889 - Linden House, Church Hill
Erection of conservatory to rear elevation (revised scheme to SE/09/0185)
Councillors looked at the new plans for this conservatory and unanimously agree to support this application.

SE/09/1196 - Bushel Barn, Paltry Farm, Brand Road
1 - Change of use of agricultural land to domestic garden
2 - Construction of new vehicular access and driveway (following stopping-up of existing access) Amended plans
Councillors studied the new plans, which did not address any of the points raised previously. They would like to know the ultimate purpose of this road, which is wide enough to take an HGV. They agreed unanimously that their objection remains the same.

SE/09/0891 - Greenwoods Farm, Fen Road
Erection of agricultural buildings complex comprising of 2 no.sheep shelters, equipment and fodder store
A minor amendment to this application has been agreed by the Planning Dept.

Planning granted
SE/09/1235 - Mulberry House, Church Hill
Tree Preservation Order Application

6 - Finance Report:
A Finance Report was circulated and all payments were agreed.
Budget for 2010-11 - Councillors were given budget sheets to look at before the next meeting, when the budget will be discussed and the precept request agreed.
Tenders will be requested for grass-cutting in the village, to include the new play area.

7 - Any other business from Councillors:
Telephone boxes - The Borough Council is objecting to the removal of the payphone in The Street, but the Parish Council is happy to adopt the kiosk at Grimstone End. A resident has offered to help with looking after this kiosk. The telephony will be removed. Clerk to write to the Borough Council to confirm.
Pavements - the footpath near the bus stop is covered with fallen leaves and poses a danger to pedestrians. Clerk to contact Borough Council to arrange removal of the leaves.
A letter has been received from an Ixworth Councillor asking for any information about the loss of water from Micklemere. Councillor Farthing to reply.
Councillor Farthing was asked to investigate the possibility of improving the lighting from the car park to the Church to make the pathway safer for all.
