PAKENHAM PARISH COUNCIL
Minutes of the meeting held Friday 18th July at 7.30pm
in the Martin Room
St Mary's Church
Present: Cllrs H Painter, N Farthing, D Dorling, M Sargent. M Bryant & R Griffin and Borough Councillor C Spicer.
Mrs M Gardiner (clerk) was in attendance and 20 residents of the village were also present.
The Chairman opened the meeting by welcoming all those present

3 - Planning applications:-
SE/08/0926 -The Gravel Pit, Broadway, Grimstone End.
Change of use of land for forklift and excavator training with associated tower scaffold, metal container, toilet cabinet and landscaped bund (revised siting to that considered under SE/08/0031)
Mr C Anderson and his agent, Mr R McFruin, attended the meeting and answered questions from Councillors and from the floor as notes attached.
Mr Mark Johnson, the Environmental Health Officer, had been invited, but was unable to attend .
The meeting was then convened while the Council reached its decision. Cllr Dorling left the meeting at this point.
A large proportion of the families occupying properties nearby attended the meeting and this showed the concern they felt.
1 - All agreed that the opinion survey should now be ignored.
2 - The Council considers that the drawings for the bund at a height of 4m do not comply with the Acoustic Consultants' recommendations.
3 - Councillors need an accurate survey to show height of neighbouring properties relative to the site and the position of the bund to assess the full impact of the proposals.
4 - Acoustic report - para7(i): Workings now moved to centre of site closer to houses.
5 - Councillors understand that the noise report is only relevant if two vehicles are on the site. We understand from the application that there will normally be four vehicles on the site. How do the Local Authority propose monitoring this to avoid all four being operated at once?
6 - The Council is concerned that this will create a precedent for industrial use or other development of the area.
7 - Should this application be granted, the Parish Council consider that a 106 agreement must be entered into to protect the rest of the site from future development. We understand that the applicant may accept this.
8 - Councillors are concerned about imported spoil to this site. However, To build the bund will take somewhere around 250 large lorry-loads. The applicant has confirmed that this bund will only be constructed from soil on the site. However, the Parish Council ask that the Borough Council ensure that, if this is application is permitted, conditions restrict the building of the bund to soil from within the site. Details of how this is to be achieved must form part of any planning application.
9 - The Parish Council would like to make the Borough Council aware that the tower on the site, on to which pallets are lifted, will be above the height of the bund.
After Councillors considered these points, a vote was taken as to whether to recommend or object to this application. Four councillors voted to object to the application and one was in favour.

An appeal has been made to the Secretary of State following the refusal of planning permission by the Borough Council.
