PAKENHAM PARISH COUNCIL
Minutes of the meeting held on Wednesday, 23rd October 2019 at 7.30pm
Pakenham Village Hall

Present: Cllr Painter, Cllr Dorling, Cllr Bagnell, Cllr Palfrey, Cllr Sargent and Cllr Sidebotham.
Eight Members of the public were in attendance. Mrs S Brown (clerk) took the minutes.

1 - Record Councillors' apologies for absence: Apologies received and accepted from Cllr Davey.

2 - Declarations of interest: Cllr Painter declared an interest in item 12i, 12ii & 12iii.

3:-
County Councillor's report: Cllr Hopfensperger did not attend and no report had been received.
Borough Councillor's report:-
Cllr Brown was in attendance and gave a report which included: apologies for not attending the last meeting.
There is no West Suffolk Council meeting on 5 December. West Suffolk have declared itself as a climate emergency council.
Cllr Brown advised he had discussions with the Water Mill.
There had been ongoing discussions for staggered white lines on The Street as there was a particular need when the village hall is in use, this has been passed to Cllr Hopfensperger.
Public Forum:-
A resident mentioned the Methodist church cemetery ground's request for help with funding, and whether it had been minuted, the clerk to find the minute reference.

4 - To consider the approval of the minutes of the last meetings:-
The minutes of the meeting held on 25 September 2019 were approved and signed as a true record.

5 - Reports:-
i. Outstanding Highways Issues: Nothing to report
ii. Clerks Report: Nothing to report

6 - To consider request for plaque in lawn cemetery:-
The Clerk read out the request for a plaque in the lawn cemetery. Council discussed and advised plaques are normally sited in the main churchyard, the Clerk to inform the requestee of Rev Valentine's contact details.

7 - Annual review of Internal Control Statement & Report:-
All Councillors had received a copy of the internal control statement and report and all in agreement this was correct.

8 - To consider tree survey to be carried out in January 2020:-
Council discussed and all in agreement to carry out a tree survey as previously carried out in 2016. The new survey to be carried out in January 2020, the Clerk to contact Urban Forestry to arrange.

9 - To consider donations:-
Council discussed the following donations and all in agreement:
i. British Legion: To make a donation of £50
ii. Ixworth Patients Association: The clerk read out a letter received from the Ixworth Patients Association, to make a donation of £50
iii. PVH & PFA: The clerk read out a letter received from PVH & PFA, to make a donation of £2000.

10 - To confirm meeting dates for 2020:-
The Clerk read out a letter received from a resident who attends the yoga group asking if the meetings could start quarter of an hour later to allow the yoga group to also use the hall. The Clerk informed Council the hall was free on Thursday except for January/February and the second Thursday in the month if they wished to change the day of the meeting. Council discussed and agreed to keep the meetings to a Wednesday but to start each meeting at 7.45pm to allow the yoga group to also use the hall.

11 - Correspondence:-
To circulate to Councillors: Suffolk View
i. Email response from resident in regards tree behind Manor Garth, West Suffolk Council had informed resident the tree was on playing field land, the Clerk forwarded the contact details of the Chairman of PVH & PFA to the resident.
ii. West Suffolk Council Bin Day Changes – Poster has been placed on noticeboard and information sent to Pakenham newsletter for inclusion.
iii. Adoption of Forest Heath area single issue review of Core Strategy Policy CS7 & site allocations local plan documents - Noted
iv. Shaping Suffolk conference 18 November - Noted
v. SALC AGM 26 November – Noted
vi. West Suffolk Council – Strategic Housing & Economic Land Availability Assessment (SHELAA) 2019 Stakeholder consultation – Noted
vii. West Suffolk Local Plan: 2019 sustainable settlements review – Clerk to confirm details correct for Pakenham to West Suffolk Council.

12 - Planning Applications:-
Cllr Painter left the meeting.
i. DC/19/1838/FUL : Pakenham Water Mill, Mill Lane
Conversion of barn to create a visitor centre & tea room with extension for additional toilets
Council discussed, a member of the public asked a question on drainage they were advised if they had any queries to contact the planning authority, Cllr Sidebotham proposed no objection seconded by Cllr Bagnell all in agreement no objection.
ii. DC/19/1839/LB : Pakenham Water Mill, Mill Lane
Listed Building Consent (i) barn conversion & extension to create visitor centre & tea room (ii) install customer facilities (iii) bi-fold doors (iv) 3no doors; 1no window; 4no roof lights (v) exterior cladding (vi) alterations to roof (vii) installation of ground source heat pump
Council discussed, Cllr Sidebotham proposed no objection seconded by Cllr Bagnell all in agreement no objection.
iii. Amended DC/19/1849/HH : Little Park, Upper Town
2no roof lights
The Clerk read out a letter of objection received from a resident. Council discussed, the householder and neighbour gave their views on the application. It was advised the applicant would move the larger clear window to the front of the building. Council all in agreement no objection if the large clear window is moved to the front of the property as agreed by the home owner (at this meeting) and the proposed small window (opening), at the side of the building is obscured.
Cllr Painter re-joined the meeting

iv. DC/19/1937/TCA : Priory Farmhouse, Bury Road
3no Silver Birch Fell
Council discussed and all in agreement no objection.

v. DC/19/2046/TCA : The Old Bakery, The Street
1no Cherry reduce in height
Council discussed and all in agreement no objection.

vi. Planning appeal DC/19/1484/HH : 25 The Owell – Noted

13 - Finance Report and to consider payments to be made:-
The deposit account held £10,068.96 at 31.5.19
and the current account held a cleared balance of £23,534.08 at 30.9.19.
Receipts received of £11.03 Wayleave.

No further invoices had been received.

14 - Councillors' reports and items for future agenda:-
Cllr Dorling to lay the wreath at the Remembrance Service.
Cllr Palfrey highlighted all the work the PVH &PFA committee carry out for the village. The clerk to write a letter of thanks to them and the Chair to include this in the monthly newsletter report. It was advised the village café will cease after the 21st December unless someone else takes this on.
Cllr Painter advised he was currently trying to organise a number of groups to keep this going as it was well used by the village.
The clerk to send the contact details of the contractor who is due to mend the telephone box to Cllr Dorling.
Cllr Dorling to chase M & TJs re the installation of the bollard at Church Green Wood.

15 - Date of next meeting:-
The date of the next scheduled meeting was confirmed as Wednesday, 27th November 2019 at 7.30pm in the village hall.

There being no further business the meeting was closed at 8.25pm
