1.0 - DECLARATION OF INTERESTS:-
Cllr Mangnall declared an interest in all matters relating to the village hall.
2.0 - MINUTES OF THE PREVIOUS MEETINGS:-
The minutes of the meetings held on 5 September and 29 September 2005 were approved and signed as a true record.
3.0 - POLICE REPORT:-
A report from Sgt Tate was read in her absence. There had been one reported crime since the last meeting involving the theft of cash from The Fox. Sgt Tate confirmed that she has been trained in the use of the new laser speeder and will be putting it to use in the 30 mph zones in Pakenham over the coming weeks. Suffolk Police are promoting the new Police Direct communication system which will eventually replace the comnet system. The new service is free to use and will alert subscribers to any crimes in their area almost as soon as it is reported. Subscription can be by email, telephone or text.
4.0 - CLERK'S REPORT:-
The clerk had received two letters:
Mrs Jenny Davis had expressed concern that the additional security measures for the post office funded by the village, were still not in place. Matter raised later in the meeting.
Mr Harrison had outlined the problems relating to Footpath No 4 from Fen Road to Old Hall, Pakenham. These matters had already been referred to the Borough Council.
5.0 - PUBLIC FORUM:-
Mrs Ros Griffin asked Cllr Hopfensperger if there had been any progress relating to the request for "warning horses crossing" signs to be erected on the A143 near the junction of Cutters Lane and the bridleway opposite. It was confirmed that there was the possibility of the costs for the signage being available from the Locality Budget if they were thought viable following a site visit which should happen soon to which Mrs Griffin would be invited.
6.0 - COUNTY COUNCILLOR'S REPORT:-
Cllr Hopfensperger confirmed that she had passed on the requests for money from the Locality Fund for two lamp posts as requested by the parish council and confirmation would be received shortly. Cllr Dorling requested a sign for Grimstone End, Cllr Hopfensperger agreed to deal with this matter.
The chairman convened the meeting.
7.0 - CCTV & ADDITIONAL LIGHTING AT THE VILLAGE HALL AND CHURCH CAR PARK:-
The Diocese has not approved the original lighting scheme proposed by St Mary's Church which included a lamp post to be erected in the car park which was to be funded by the parish council. However, a revised scheme has been agreed and there will be no changes to the parish council's plan to erect the lamp post to light the footpath leading from the car park to the church. The Locality Fund has confirmed that money will be available to assist with this. It was agreed that the lamppost would be sited in the car park close to the hedge and that Mr Mike Nunn would be asked to construct a raised plinth to protect the post from any accidental damage. It was also agreed that Mr Hosken would be paid to rake the car park twice a year and he had confirmed to Cllr Painter that he would be prepared to carry out this additional work.
Cllr Painter reported that the lower part of the drive leading to the car park at St Mary's Church was in need of improvement and proposed that either road plainings or type one should be laid to improve the drive. The parish council unanimously agreed that this work should be carried out for the church, Cllr Mangnall to contact Rev Hooper to ask if this would be acceptable and Cllr Dorling to contact Mr Mike Nunn to request a quote for this work to be carried out at the same time as the work on the footpath as agreed previously.
It was agreed that Cllr Painter would organise the wiring required to connect the CCTV camera and would also contact Cllr Smith to confirm details relating to the camera so that an order can be placed. Clerk to place an order for the additional lamp post to be erected in The Street near to the village hall.
8.0 - OUTCOME OF PLANNING APPLICATION:-
SE/05/02227 Woodstock Bungalow, The Street, Pakenham.
Erection of
(i) single storey extension to front/side and
(ii) detached garage as amended by letter and plans received on 6 October 2005 showing a break in the front gable of the house and the proposed side extension. GRANTED.

10.0 - THE BOWLS CLUB:-
Letter from Borough Council advising the lease to the Bowls Club should be for 7 years less one day to avoid the lease being registered with the Land Registry and that a rent review would take place after five years with no mention of a break clause as previously requested. The Borough explained that if the parish council review the rent and it is not agreed by the Bowls Club then it would need to be agreed by arbitration. The parish council unanimously agreed to take the advice of the Legal Services Department.
11.0 - THE BUGGY CLUB:-
It was reported that the Buggy Club area had been tidied, but that no reply had been received to the letter sent on behalf of the parish council to date.
12.0 - THE DELL:-
A meeting has been arranged between Mr David Franklin Tree Officer for the Borough Council, Mark Bleay of Countryside, Conservation and Tree Services on Wednesday 26 October at 9.00am at The Dell. Cllrs Painter and Griffin agreed to attend the meeting. Cllr Hopfensperger confirmed that money may be available from the Locality Budget, clerk to write to request funding to help improve the environment and outline any work to be carried out to improve the safety in The Dell.
13.0 - CORRESPONDENCE:-
Training for Parish Councillors on Planning Matters to be held on 21 November 2005 in the Council Chamber at the Borough Offices, Angel Hill, Bury St Edmunds afternoon 2-5 pm or evening 6-9 pm session. The training event will be run by Trevor Roberts Associates on behalf of the Borough. Places are limited and therefore the parish is invited to send 2 representatives. Cllrs Mangnall and Patterson to attend, clerk to reserve places.
