Mill Road: There has been some activity at the site. Nothing further has been heard from the Enforcement Officer. It was agreed to bring the matter to the attention of David Ruffley. Chairman to write.

5 - Borough Councillor's Report:-
Councillor Spicer will support Mr Reinman's Appeal regarding the site at The Broadway.
He will respond to the suggested boundary changes with Great Barton and Ixworth.
The Tree Warden agreed to visit the orchard that Cllr Spicer suggested.

27/07/10 - Taking/Destroying Game/Rabbits - Field off Hungary Hill, A143 Pakenham
Five males were witnessed to be participating in Hare Coursing on the land. Four males were reported for this offence and one male arrested as was wanted for a similar offence in Cambridgeshire.
02/08/10 - Fraud by False representation - Pakenham Post Office
Two known suspects for this offence acted fraudulently stating they worked for a well-known bank and sorted to withdraw £800 from a customer's account using the Post Office.
24/08/10 - Criminal Damage, other - Queech Farm, Livermere Road
During daylight hours an unknown offender has damaged wooden posts surrounding a fenced area keeping game birds within.
14/09/10 - Criminal Damage, Motor Vehicle - Thurston Road, Pakenham

During a two-week period it is suspected that a company representative has entered the property and removed £2000 in cash from the victims house.
The Chairman convened the meeting.

Councillors agreed that these should be signed as a true record.
8 - Clerk's report:-
Councillors were reminded about the Parish Conference (Monday 22nd November), SALC AGM (Monday 8th November) and told about the vacancy on St Edmundsbury's Standards Committee.
9 - Planning applications:-
TPO237(1973)3 - Tree Preservation Order Application
(i)Fell one Sycamore tree (1 on plan) (ii) reduce height to point shown on photographs to two Lime trees (2 & 4 on plan) and (iii) remove branch to point shown on photograph to one Sycamore tree (13 on plan) and (iv) additional work to Lime tree (2 on plan) - remove branches from broken stem - all trees within Area A4 on Order (Amended 7.10.10)
Councillors had met on site and agreed to support this application, which has now been granted by the Planning Dept.
SE/10/1165 - Woodstock House, Fen Road
Extension & conversion of out-building to form ancillary guest accommodation as amended by letter, plan and design statement received 15th October 2010 indicating revised design and description of proposal.
Councillors considered the amendments to this application and agreed unanimously that they have no objection.

10 - Finance Report:-
A Finance Report was circulated. All payments were agreed.

11 - Boundary Changes:-
All residents involved have been polled. All replies indicate a desire to remain within the Pakenham boundary. Clerk to inform St Edmundsbury Borough Council.
12 - The Dell:-
A detailed report on the state of the trees has been received and Councillors considered it carefully. Cllrs Painter and Dorling will get quotes for the first stage of the work and also to complete the work. They will ask when the work can be done.
13 - Burial Ground:-
Councillors will meet on site to look carefully at the burial area. Some families do not seem to realise that it is a Lawn Cemetery. The area needs tidying up and graves and spacing standardised.

15 - Councillors' reports:-
It appears that quite a large building has been erected in a garden along Fen Road next door to Bill & Ben Nursery. The Parish Council has no knowledge of a planning application being submitted for the building or for a possible new access road.
Cllr Dorling reported that hedge-trimming has started.
The footpath by the road to the playing field does not go as far as the car park and is dangerous for children as BT vans use the road regularly. Council to find out if road is adopted. Councillors to visit the site after their meeting at the cemetery.
