3 - Public Forum: Residents present had no specific issues to discuss.
4 - County Councillor's Report:
The 315 bus serving Grimstone End is due for cancellation. The transition fund may help retain it while an on-demand service is set up. There are no plans to cut other bus services serving the village.
The Ingham recycling centre will close on 9th May.
Funds are available from the Suffolk Foundation up to a maximum of £5,000.
School Organisation Review - several different options are under consideration.
Consultations are taking place about open access youth clubs - volunteers are invited to take part.
5 - Borough Councillor's Report:
Mill Road site - Cllr Spicer attended a meeting with the Chief Executive of St Edmundsbury Borough Counciland the Enforcement Officer about the enforcement issue. This problem is being dealt with together with problems at Bardwell and will now proceed to prosecution.
Bridge House planning -Neighbours are concerned about sharing parking areas and access, so Cllr Spicer has asked for a copy of the planning conditions.
The Old Pumping Station on the Ixworth Road has been sold and the new owners had access to valves and were able to turn off water supplies to neighbouring villages.
Footpath map - needs updating.

7 - Approve minutes of meeting held 25th January 2011:
After a minor alteration, Councillors agreed that these should be signed as a true record.
8 - Clerk's report:
Roadside Nature Reserves - Pakenham has two roadsite sites, one on the Ixworth bypass and one along Brand Road. The Council will cut these verges once a year in September.
Grimstone End telephone kiosk - this now belongs to the village. The payphone equipment will be removed shortly.
9 - Planning applications:
SE/11/0065 - Pensilva, Fen Road
Retention of single storey front extension.
After considerable discussion, the Parish Council agreed unanimously that they have no objection.
SE/11/0113 - Oakdene, Mill Road
Erection of single storey rear extension
The Parish Council agreed unanimously that they have no objection to this extension.
SE/11/0133 - 1 Micklemere, Mill Road
Raising of roof height of existing single storey double garage to facilitate habitable accommodation on the first floor (revised scheme).
The Parish Council agreed unanimously that they have no objection to these proposals..
SE/10/1597 - Pakenham Lodge - application withdrawn.
2 Micklemere -St Edmundsbury are looking into the matter.
10 - Finance Report:
A Finance Report was circulated. All payments were agreed.
A request for the Parish Council's help in renewing and lighting the pathway to the Church from the road was received. Councillors agreed in principle. Cllr Hopfensperger said a grant might also be available from her Locality Budget.
11 - Church Green Wood:
The purchase of the wood has been completed. The land is in the process of being registered with the Land Registry. Cllr Dorling and Borough Cllr Spicer will visit the site and ascertain when the fencing work can begin.
12 - The Dell:
The tenders for the tree surgery were opened and discussed. W Jarvis Tree Services tender will be accepted. The work will be undertaken within the dormant season.
