PAKENHAM PARISH COUNCIL
Minutes of the meeting held on Wednesday, 28th September 2016 at 7.30pm
Pakenham Village Hall

Present: Cllr Painter, Cllr Dorling, Cllr Brookman, Cllr Davey, Cllr Palfrey and Cllr Sidebotham
Four Members of the public were in attendance.
Mrs S Brown (clerk) took the minutes.

1 - Record Councillors' apologies for absence:-
Received and accepted from Cllr Bagnell

2 - Declarations of interest:-
Cllr Dorling declared an interest in item 12i Mill View planning application.

3 - County Councillor's report:-
Cllr Hopfensperger did not attend - a report was received after the meeting.
Borough Councillors report:-
Cllr Brown attended and gave apologies for late attendance his report included: A dog waste incident in the village the Borough Council had issued a notice to the owner of the dog. Affordable Housing; Cllr Brown had attended a meeting with an Officer from St Edmundsbury who had expressed their concern in the sustainability and continuity of only having one and two bedroom affordable properties they therefore felt there was a need for three and four bedroom homes as well. Council discussed the matter Cllr Brookman proposed a three stage approach
Stage 1 - to receive feedback from Havebury, if they are not happy to take forward with only one and two bedroom properties the parish council to cease to continue.
Stage 2 - If Havebury decide to take forward to arrange a meeting between Havebury and the Parish Council if satifsactory
Stage 3 - a formal pre-planning meeting between Havebury, St Edmundsbury and the Parish Council all Councillors in agreement.
Cllr Sidebotham wished to minute she was unhappy with the proposed site and the number of dwellings.
Public Forum:-
A police officer was in attendance and gave a report which included the use of the police website, Suffolk Constabulary are holding a public meeting on Wednesday 19 October at 6.30pm to be held at Moreton Hall Community Centre hosted by the Chief Constable the PCC and the local SNT will also be in attendance. The number of crimes reported in Pakenham over the last 12 months – 9 reported criminal offences. One offence in the past month of a vehicle stolen which was possibly linked to an organised crime group. There were no areas of concern in Pakenham which they were aware of. Cllr Sidebotham highlighted speeding through the village the Officer to put it on the list. It was noted there was no community speed watch group currently in Pakenham the Officer highlighted what a CSW group can do, this was discussed and it was agreed PCSO Rushton, officer responsible for CSW, to contact the clerk with details as he was unable to attend an evening meeting. It was asked if there was any data of what is more effective CSW or Vehicle Activated Signs and the usage this was discussed by Council.
A resident highlighted there was no superfast Broadband in Manor Garth the clerk to contact SCC for an update and to let the resident know. It was also noted there was a very poor mobile service in the village.

4 - To consider the approval of the minutes of the last meetings:-
The minutes of the meetings held on 2 August 2016 were approved and signed as a true record.

5 - Matters arising from previous meeting:-
i. Affordable Housing: This was discussed with Borough Cllr Simon Brown in item 3
ii. Highways: Guy Smith highways officer visited Upper Town w/c 19 September to investigate issues regarding speeding. I have asked if he could report any finding back to the parish clerk. Highways have reported they are aware of the bollards on Fen Road and are in communication with the landowner. The solid white lines which had been agreed to be painted on Fen Road have been ordered. Cllr Dorling highlighted the recent road closure of Fen Road it appeared the only works undertaken were some new entrance kerbs. The clerk to contact Highways to ascertain when the rest of the works highlighted at the site visit would be carried out.
iii. Stowlangtoft Gun Club/Range: A report had been received from Suffolk Constabulary which was read to Council. The clerk had informed MSDC planning enforcement and environmental officer.

6 - Clerks Report:-
It was good practice to have an Internal Control Statement in place a model template has been adapted for Pakenham parish council to place on the next agenda. Community Action Suffolk membership is now free; Pakenham parish council had been registered.

7 - To consider purchase of Vehicle Activated Sign:-
The clerk advised both Elmswell and Thurston parish council had purchased VAS from Westcotec and the costs. As agreed above PCSO Rushton to contact the clerk with details of how to set up a Community Speed Watch group and what they can carry out. To place on next agenda.

8 - Bi-annual risk assessment of assets:-
The risk assessment of assets had been updated to show the recently purchased dog bins and the clerk to replace the batteries in October and April for the defibrillator cabinet. It was agreed the Chair to sign the risk assessment as satisfactory.

9 - To consider tree survey from Urban Forestry:-
The report had not yet been received to place on next agenda. Cllr Dorling to contact Urban Forestry

10 - To consider OneSuffolk website & introduction of annual subscription:-
Letter received from SCC was circulated stating they are no longer the provider of the OneSuffolk platform this has been transferred to Community Action Suffolk who will charge £50 + VAT per annum subscription. A letter had been received from a company called Suffolk.Cloud who are also able to provide an alternative service. Council discussed and agreed to transfer to CAS at £50 + VAT subscription and review the service next year.

11 - Correspondence:-
To circulate Clerks & Councils direct, Countryside Voice & CPRE and invitation to the SALC AGM 14 November.
i. SALC survey on public services: Council discussed and completed.
ii. Precept consultation: Council did not wish to respond.
iii. Emails received from residents:
Allotments - was read to Council it was agreed Cllr Dorling to check the tree on the allotment site when the tree survey is carried out. The Clerk updated Council on the allotments all are now rented. Council agreed to the erection of a shed on Plot 12.
Flooding on The Street – this was read to Council and discussed, it was agreed the Clerk to forward the email to Highways and ask for the drains to be jetted as soon as possible. The clerk to contact Anglia Water in regards to a problem of foul drains flooding when heavy rains on The Street asking them to resolve this as soon as possible.
Use of meadow for theatre production – email was read to Council, it was agreed the meadow to be used for a production of 'Wind in the Willows' next year.

Council discussed, Cllr Sidebotham proposed adopting the telephone box seconded by Cllr Davey majority decision to adopt.

13 - Finance Report and to consider payments to be made:-
The deposit account on 4th April 2016 had a cleared balance of £6715.34.
The current account a cleared balance at 4th July 2016 of £19,695.61
an uncleared balance after the invoices on the agenda has been paid of £18,380.68.
The second quarter against budget was distributed for information.
Council asked for the grant to PVH & PFA to be placed on the next agenda.
To approve & accept annual return with external auditor certificate: All Councillors in agreement to approve & accept.

14 - Councillors' reports and items for future agenda:-
Cllr Palfrey advised the bus service through the village had been altered with the use of a bus pass now limited for trips to Bury the clerk to inform Cllr Hopfensperger. Cllr Sidebotham advised tree debris had been left on the verge by a resident on Fen Road, the clerk to advise Highways. Cllr Sidebotham asked to attend a planning workshop this was agreed by Council.

15 - Date of next meeting:-
The date of the next scheduled meeting was confirmed as Wednesday, 26th October, 2016 at 7.30pm in the village hall.
