1 - Record Councillors' apologies for absence: Apologies received and accepted from Cllr Painter
2 - Declarations of interest:-
All Councillors declared a non-pecuniary interest in item 9ii Cllr Brookman declared a non-pecuniary interest in item 8i
3 - County Councillor's report: Cllr Hopfensperger attended and gave a report which included: A143 road surfacing road closure a number of emails had been received concerning problems with diversion. Large numbers of cars/HGV's coming through Pakenham with damage being caused to The Broadway and Bailey pool bridge. Cllr Hopfensperger advised the emails have been forwarded to the director of Highways who has assured her a highways officer will be coming out tonight to look at the diversions and hopefully arrange policing of the diversion when it is closed. Cllr Hopfensperger advised the public are able to report HGV's if using the bridge or speeding either on line or send the details/licence number to her. Cllr Hopfensperger advised the damage caused to the Broadway and Bailey pool had been reported to highways and will be inspected. Cllr Brookman thanked Cllr Hopfensperger for the resurfacing works on the A143. A resident advised the telephone number in the Pakenham magazine for SCC was unobtainable. The clerk to advise the editor of the new telephone number and also Cllr Hopfenspergers new telephone number. It was advised all the pot holes had been reported as well as the fly tipping in Mill Road and The Broadway, Cllr Dorling asked Cllr Hopfensperger to pass on thanks to the team who cleared the rubbish as this was removed very quickly after it was reported. All Fen Road issues had been re-reported a short discussion was held on highway works issues. It was advised if reporting pot holes to include a picture if possible and/or give a reason why they needed to be done i.e. on a school route. Cllr Hopfensperger was thanked for all her help with various issues including the bus station in Bury.
Borough Councillors report: Cllr Brown attended (at the end of the meeting) and gave a report which included: Mill Road - fly tipping which is dependent on what type of soil the resident is moving as to whether it is the responsibility of St Edmundsbury or Suffolk County Council.
Shetland Boats has been visited by the Planning Enforcement department. Cllr Brown asked if there had been any tipping within the last two weeks to this site to report it to him. Council asked if Cllr Brown could also arrange for St Edmundsbury to check what type of soil had been brought to this site as well and whether it is a matter for SCC as far as Council are aware no licence or permission was received. The clerk to send an email to Cllr Brown detailing the above and to also ask if there is now adequate drainage on site, query on flood protection and whether the ecology on site has been damaged in reference to the original ecology report. Cllr Brown reported he had been advised the outbuildings were still being used for the Shetland Boatyard business, Council highlighted the need for planning permission for this and the Planning Enforcement department had been made aware of this.
Cllr Brown advised there was a new owner of the kebab van who had put in a planning application, the planning department may be minded to refuse this application. If refused the owner may appeal if they do not and the van is not moved the enforcement will be for the whole lane Cllr Brookman highlighted the need to ensure it is for both sides of the lane. The clerk to send a letter to Cllr Brown highlighting the reasons if Council are minded to object and to also write to Cllr Hopfensperger highlighting that the land is owned by SCC and to please acknowledge this is a formal objection to the mobile catering van being parked on your land and these are the comments we have sent to St Edmundsbury planning department.
Public Forum: A resident asked if the date of the next meeting could be put in the parish magazine, the clerk to send the list of agreed scheduled meeting dates to the editor for inclusion. A resident reported more rubbish round the kebab van on Bury Road Cllr Hopfensperger to report it to the Environmental department and ask them to inspect the area to also ask Trading Standards to check. Concern was expressed over speeding vehicles going into Ixworth and also advised there was an increase in the number of people exiting right from Ixworth onto the A143 which is illegal. The clerk to advise the police of the issue. The clerk to inspect the stretch of road to see if it was suitable to have a pole for a TVAS installed. It was also reported a florescent sign had been placed in a field advertising the kebab van.
4 - To consider the approval of the minutes of the last meetings:-
The minutes of the meeting held on 22nd March 2017 were approved and signed as a true record.
5 - Reports arising from previous meeting:-
i. Outstanding Highways Issues: Item 5 reflective discs on bollard had been completed and taken off the list.
ii. Clerks Report: The allotment rent due notices had gone out to allotment holders currently received £160 in rents with £64 still outstanding. The paperwork for the siting of posts for TVAS has been sent to the SCC contractor. SALC payroll service provider has confirmed the PAYE end of year submission has been sent and received by HMRC the clerk has received the P60 form for the year. The publication Local Councils Explained was currently on offer at SALC for a total cost of £20.99 all Councillors were happy for the clerk to purchase a copy.
6 - Annual Review of Standing Orders:-
Council reviewed standing orders and all in agreement no changes were needed.

8 - Correspondence:-
To circulate: The Local Councillor x 2, SALC training calendar, CPRE fieldwork and Countryside Voice.
An email had been received from a resident in regards providing a cycle path between Pakenham and Thurston, resident was happy for the email to be passed to Cllr Hopfensperger for consideration.
A care plan had been received for the laptop whose guarantee expires of 27th April at a cost of £102 for 4 years Council did not wish to pursue this.
i. The Voluntary Network donation request: The letter was read to Council and discussed it was agreed to forward to Pakenham magazine to publicise their services and to place on the next agenda to decide whether to give a donation.
ii. To Consider request for fence at allotments (Plots A, B & C): Council discussed and agreed Cllr Dorling to inspect and obtain a price for the works to place on next agenda.
9 - Planning:-

Continued use of land for the stationing of a mobile catering van.
Council discussed and agreed to object to this planning application with the comments:-
Sited in a conservation area
Sited opposite an S.S.I. field
Causing a nuisance to local residents (rubbish, noise, vermin, increased traffic, smell and visual impact)
A number of objections had been received from residents on Bury Road over the period of time the catering van had been in operation.
A letter to be sent to Borough Cllr Brown and County Cllr Hopfensperger outlining the Councils strong objection to this application.

10 - Finance Report and to consider payments to be made:-
All papers have been sent for the internal audit and would be completed by the next meeting.
The form to reclaim VAT had been sent for a total of £661.15.
Notification had been received from St Edmundsbury that the precept had been paid into the bank.
The deposit account on 4th April 2016 had a cleared balance of £6715.34.
The current account had a cleared balance at 31st March 2017 of £14,406.30 the uncleared balance not including those items on the agenda was £14,159.50.

Cllr Palfrey asked Council if they were happy for him to attend training on cemetery management, Council were all in agreement for him to attend.
12 - Date of next meeting:-
The date of the next scheduled meeting was confirmed as Wednesday, 24th May 2017 following the Annual Parish Meeting at 7pm in the village hall.
