Mayor of St Edmundsbury Cllr Terry Clements: The Mayor was welcomed to the meeting. Cllr Clements gave a short talk on the role of the Mayor and the legacy he would like to leave. Cllr Clements was thanked for attending.
County Councillor's report: Cllr Hopfensperger attended and gave a report which included an update on the outstanding highway issues following the recent site visit with a highways officer. Still waiting for a date for the re-surfacing on Fen Road, the patch near Broadway and a date for the speed check on Bury Road.
The new escalation process and the maintenance intervention criteria had been sent to the clerk and this had been circulated to Councillors. It was noted a number of the pot holes on Fen Road do not meet the criteria. It was noted Fen Road is classified as R3a which means it is inspected every 3 months, the gullies are on a 12 monthly cleansing cycle. The grips near Grimstone End highways will assess the drainage issue during wet weather. Mill Road (R4a) is inspected every 6 months, two potholes have been repaired. Thurston road x2 potholes have been repaired, a further pothole not at intervention level. Brand Road (R4a) inspected every 6 months one pothole has been repaired. It was noted roundels are not permitted where there is street lighting. It was noted the access issue which is a planning enforcement issue, the dotted line that was installed will be reinstated as a continuous solid line.
The cost of gateways at either the start of The Street or at Upper Town would cost in the region of £2,000 - £2,500. To have permanent vehicle activated signage would cost in the region of £2,500 and is quite effective as it records speeds. It was asked if the village had a permanent VAS could it still receive the TVAS, it was confirmed the village could stay on this list for TVAS. Cllr Hopfensperger was happy to support one of these improvements this financial year and one next financial year. Cllr Hopfensperger to check the classification of all roads in Pakenham and inform the clerk.
Cllr Hopfensperger to chase the issues on Mill Road of the tree and telegraph posts in verge. Cllr Brookman highlighted how dangerous the potholes and patch on Fen Road were for cyclists.
Cllr Hopfensperger updated Council on the kebab van. Suffolk County Council were working with St Edmundsbury and the issue was being dealt with in the legal departments. St Edmundsbury had visited the owner to speak to them in regards rubbish, their hygiene licences had been checked. Members of the public attending the meeting updated both Cllr Hopfensperger and Cllr Brown on the number of vehicles parking overnight and the various issues they were having to deal with including the disposal of cooking oils. Cllr Hopfensperger to ask officers to re-visit the site. Cllr Brown advised St Edmundsbury had carried out a visit in the daytime when no vehicles were there. Cllr Brown has asked for them to visit in the evening. It was asked if residents living in the vicinity could get as much evidence as possible for example filming or noting when incidents were happening and send all information to SCC and St Edmundsbury.
It was suggested the possibility of installing retractable bollards or SCC selling the land to the residents, Cllr Hopfensperger to look into this and report back. It was asked if site visit inspections by highways could be sent to the parish council in the future.
Borough Councillors report: Cllr Brown added an update to Council on the enforcement system. A further brief discussion on the kebab van and cars parking overnight on Bury road.

4 - To consider the approval of the minutes of the last meetings:-
The minutes of the meeting held on 27th September 2017 were approved and signed as a true record.
5 - Reports arising from previous meeting:-
i i. Outstanding Highways Issues and kebab van: Previously dealt with as above.
ii ii. Clerks Report: A new allotment holder has taken over plot A all plots currently occupied and paid up to date. Tree works some of the works agreed at the last meeting have taken place. Cllr Sidebotham is organising two quotes for the kiosk on The Street to have the broken glass replaced, cleaned and re-painted, item to be placed on next agenda.
6 - Changing use of 'bowling green' area into allotments to consider quotes:-
The clerk reported there are currently 5 on the waiting list for allotments, four have confirmed they still wish to be considered for plots. To place on next agenda.
7 - To consider mobile skate park:-
The clerk reported both Debenham and Kesgrave Town Councils have mobile skate parks both had been contacted for their experience. A company which supplied and ran events with mobile skate parks were also contacted. The responses received from Kesgrave and Highline Adventure were read to Council. Council discussed, the clerk to contact Thurston and Fornham All Saints parish councils for their experience of skate parks, to place on next agenda.
8 - Annual review of Internal Control Statement:-
A copy of the report was circulated to Councillors. Council discussed and all in agreement for the Chair to sign the internal control statement.
9 - To consider overgrown hedgerows within Pakenham:-
It was noted a number of the hedgerows through the village had been cut, to add to next agenda.
10 - To consider donation to British Legion:-
Council discussed and all in agreement for a donation of £50 to be made to the British Legion.
11 - To consider donation to PVH &PFA:-
Council discussed and all in agreement for a donation of £1845 to be made to the PVH & PFA.
12 - Correspondence:-
To circulate: Suffolk Voice and Suffolk Association of Local Councils Annual Report. The Annual St Edmundsbury and Forest Heath Town and Parish Conference will be held on Thursday, 16th November 6.30 – 9pm, the theme of the conference will be health and well-being.
An Older Persons Information Fair to be held at the Apex in Bury St Edmunds on Friday, 1st December 10.30 – 1.30pm; details of this event have been passed to the village newsletter for inclusion, if room.
Notification of a new dog control public space protection orders from St Edmundsbury have been received. A response had been received to a letter sent in regards the waterway opposite the Watermill and included in the circulation folder.
