1 - Record Councillors' apologies for absence:-
Apologies received and accepted for Cllr Bagnell and Cllr Davey.
2 - Declarations of interest: No declarations of interest received.

County Councillor's report:-
Cllr Hopfensperger did not attend and no report was received.
Borough Councillors report:-
Cllr Brown attended and gave a report which included: A meeting had been arranged by Jo Churchill MP in regards Broadband, a resident attended on behalf of the Parish Council. The resident to give a report to Council at the end of the meeting.
The rubble at a site in Grimstone End had been visited by an officer and an enforcement notice had been served, a further inspection will take place later in the week. Cllr Brown will be contacting the officer for an update next week. Cllr Dorling updated Cllr Brown on further tipping at another site on Mill Road, Cllr Brown to update Council at the next meeting. Cllr Dorling proposed asking that the rubble is taken off both sites all in agreement. A resident advised of shed and vehicles becoming dilapidated on the Mill Road site. Council discussed and agreed the Clerk to send emails to Cllr Brown stating:
1. Site at Mill Rd,Grimstone End adj. to 1 Micklemere rubble is removed
2. Site at Grimstone End adj. to Pelembech rubble is removed
3. Site at Mill Road adj. to Torwan hedge to be maintained
4. Site at Mill Road adj. to Torwan re-instatement of land as per previous court order
Cllr Brown advised Jo Churchill MP was arranging a site visit with Anglia Water to discuss the possible extra pressure on the system due to the number of houses being built at Thurston for the morning of 9th March. Council agreed Cllrs: Painter, Sidebotham and Palfrey to attend to represent the Council.
West Suffolk Council has been formally approved and will be in place by 1 April 2019.
Cllr Dorling asked why Havebury had sold 3 Fen Road as there appeared to be no consistency in their approach.
Cllr Sidebotham advised the kebab van was back on Bury Road, Cllr Brown to inform Cllr Hopfensperger.
Public Forum:-
A resident advised the hedge on Fen Road had been cut back by a resident, the clerk to send a letter of thanks. The logs were still in place on Fen Road as well as the log bollards on verge near the Watermill, the clerk to inform Cllr Hopfensperger to remind Highways. Clerk to send a list of Parish Council meeting dates to the village Newsletter.
4 - To consider the approval of the minutes of the last meetings:-
The minutes of the meeting held on 24th January 2018 were approved and signed as a true record.
5 - Reports arising from previous meeting:-
i. Outstanding Highways Issues:-
Highways had trimmed hedge again at the Crossroads, Upper Town following the recent accident. A number of potholes on Fen Road have been scheduled to be filled. Cllr Dorling advised a pothole filled just before Christmas near No.3 Micklemere has re-opened. The recent damage to Bailey Bridge had been reported to SCC and Cllr Hopfensperger.
ii. Clerks Update:-
Currently trying to arrange a first aid/CPR training session to take place in the village hall. The DPO Centre have dropped the cost of their services due to the large number of parishes who have registered their interest. The clerk attended a two hour website training session following the recent upgrade.
iii. Planning Enforcements:-
This was covered in item 3 above. Council asked for an email to be sent to Cllr Brown in respect of Shetland Boatyard asking St Edmundsbury to confirm the exact planning status of this site including the use of workshops for residential use.
6 - Review:-
i. Grass/hedge cutting contract: Council discussed and agreed to use M & TJs for the next year.
ii. Allotment charges: Council discussed and agreed to review the charges once the new allotments were in place. It was noted two of the allotment plots were in a poor state. The clerk to inform all users that the plots need to be kept in good order.
iii. Cemetery charges: Council discussed and Cllr Brookman proposed parishioner burials for a child under 5 to be free and to increase all charges by the same percentage as St Edmundsbury on 1st April 2018 all in agreement.
7 - To consider safety and possible additional street lighting at crossroads Upper Town:-
Cllr Painter advised the last two accidents had happened in daylight. Council discussed possible reasons for the increase in accidents at this spot including road markings may need to be re-done, signage, coming from Thurston the give way sign not in line of sight, bright sunlight, speeding also appears to be an issue. It was felt bollards or an island might be necessary. To place on next agenda when Cllr Hopfensperger is in attendance. Cllr Brookman advised the broken grit bin needs to be removed from site, the clerk to ask M & TJs if they could carry this out.
8 - To consider request for tree to be planted in boundary of cemetery meadow:-
Cllr Dorling had contacted the resident and advised they would like to plant a small Lime tree. Council discussed and agreed they were happy if this was planted in the far right corner of the cemetery meadow. Cllr Dorling to meet the resident and unless any different the Council are happy for this to go ahead.
9 - To consider purchase of defibrillator pads:-
The clerk advised the current defibrillator pads were out of date, the cost of replacing one set of pads was £44 + VAT + delivery of £6.99 for two sets £87 + VAT but free delivery. Council discussed and agreed the clerk to purchase two sets of pads.
10 - Correspondence:-
Two emails had been received on the state of Fen Road, the clerk had sent a letter to the landowner of an overhanging hedge. The wheelie bin on Bury Road had been reported to the police and a response was read to Council. A letter had been received from Pakenham W.I. asking for a donation to help with the costs of producing a 'Welcome Pack' for new villagers. Council discussed and a majority in agreement to donate £40 to Pakenham W.I. towards the cost of producing the Welcome Packs.

Council discussed all in agreement no objection
Applications determined by planning authority: None received.
12 - Finance Report & to consider payments to be made:-
The deposit account held a cleared balance of £6,741.87.
The current account held a cleared balance of £18,295.67 at 1st January 2018 and an uncleared balance after the M & TJ invoice on the agenda has been paid of £15,274.47.

13 - Councillors' reports and items for future agenda: No reports or items for future agenda.
14 - Broadband Update:-
Resident who attended the meeting arranged by Jo Churchill MP with CEO and officers from BT Openreach, SCC officers and representatives from a number of villages gave a short report on the meeting: It was a well organised and attended meeting and they talked about their aims with BT Openreach hoping all households to have at least a 10megabit per second connection. The point was made that in Pakenham some have superfast already while others do not. Even in a small close like Manor Garth half have Superfast while half do not and the resident furnished BT Openreach with a map showing the distribution and was advised they would be addressing this. Council discussed, it was also suggested mobile coverage needs to be improved in the village. Cllr Brown advised Jo Churchill MP was still waiting to receive the report from the meeting from BT Openreach.

The date of the next scheduled meeting was confirmed as Wednesday, 28th March 2018 in the village hall at 7.30pm
