PAKENHAM PARISH COUNCIL
Minutes of the meeting held on Wednesday,20th February 2019 at 7.30pm
Pakenham Village Hall

Present: Cllr Painter, Cllr Dorling, Cllr Bagnell, Cllr Davey, Cllr Palfrey and Cllr Sidebotham
Two Members of the public were in attendance.
Mrs S Brown (clerk) took the minutes.

1 - Record Councillors' apologies for absence: Apologies received and accepted from Cllr Sargent

2 - Declarations of interest: None received

3:-
County Councillor's report: Cllr Hopfensperger did not attend and no report had been received.
Borough Councillors report: Cllr Brown attended and gave a report which included:-
Full Council meeting agreed the budget for West Suffolk Council for the next 4 years.
Council tax will be rising due to increases from Suffolk County Council and the Police.
Councillors have been given a pay rise of approximately 10% however this will work out cheaper for residents as the number of Councillors have been reduced.
Shetland Boatyard, ongoing, an enforcement officer has visited the site and has confirmed they are currently not in breach of planning. There would be a breach if they go over SCC land. The site was discussed as it was felt there was confusion as two separate issues boatyard business and the housing side. It was felt it would be useful for the Parish Council to know what the site has consent for either housing or boatyard or both, Cllr Brown to find this out and whether the boatbuilding business permission is renewed each year.
Cllr Brown confirmed he had contacted Cllr Hopfensperger in regards the 'white lines' on the Street; Cllr Hopfensperger is following this up.
Newbury was briefly discussed. Micklemere is currently under appeal.
Update on the kebab van the enforcement action by St Edmundsbury is against Suffolk County Council.
Public Forum: It was asked if the advice on verges had been received from Suffolk County Council - unfortunately the clarification had not been received. The clerk to continue to chase.

4 - To consider the approval of the minutes of the last meetings:-
The minutes of the meeting held on 23rd January 2019 were approved and signed as a true record.

5 - Reports:-
i. Outstanding Highways Issue: It was confirmed the street light near the Bunbury Arms had been cleared of ivy and was working correctly.
ii. Clerks Report: The Clerk advised the next Election would be held on Thursday, 2nd May with election notice being issued 22nd March. The deadline for delivery of the nomination papers to St Edmundsbury being 4pm on 3rd April. Nomination papers can be downloaded from West Suffolk website.
Works to the Sycamore tree at the allotments to be carried out this week.
Clerk was informed of a problem opening the defibrillator cabinet the electrician who installed the cabinet was called out who confirmed it was a problem in the village hall and a part was needed, the work was carried out.
The defibrillator health check to take place on 13th March at 2pm.

6 - To consider quotes for defibrillator & cabinet & use of Borough Cllr locality monies:-
A number of prices for defibrillators and cabinets had been obtained Council discussed and agreed to purchase a ipadSP1 defibrillator at a cost of £945 + VAT and a cabinet with no lock at £398 + VAT if suitable or £419 + VAT. Cllr Brown agreed to fund this purchase through locality monies, he would complete the form and send a copy to the Clerk. Cllr Brown was thanked for his help with the purchase of the defibrillator and cabinet. Cllr Painter to address the next meeting of the Watermill Committee to explain the Parish Council now had funding for the defibrillator and were happy to purchase it for installation at the Watermill if acceptable.

7 - To consider grass & hedge cutting contract:-
A quote received from M & TJ's total for 2019-2020 £2,180 + VAT which showed a small increase of £160 from 2016 all in agreement to accept this quote. The clerk to inform M & TJ's.

8 - Correspondence: Circulated
i. Letter from West Suffolk – It was noted the cost of an uncontested election for a Parish Council with 7 seats or less will be £64.70
ii. West Suffolk quarterly planning newsletter – It was noted West Suffolk will no longer send out paper applications from 1st May 2019. Councillors will need to access the planning portal on the West Suffolk website.

9 - Planning to Comment:-
i. Planning application: DC/19/0018/FUL : Land rear of Stayer Cottage, Bury Road
Siting of a shipping container for use as microbrewery with assoc. parking.
Council discussed Cllr Bagnell proposed no objection seconded by Cllr Dorling and all in agreement
ii. Planning application: DC/19/0081/HH : 25 The Owell
Detached garage with studio including external staircase with amendments.
Council discussed Cllr Bagnell proposed no objection seconded by Cllr Sidebotham all in agreement.

iii. Application decided by Planning Authority: DC/18/1830/FUL : Ponderosa, Fen Road
(i) Change of use of existing outbuilding to run dog day care business
(ii) 2 Bay Cart lodge with office and storage space (following demolition of existing shed) and
(iii) fencing off outside area into 3 areas to provide secure and safe area for dogs
Granted 25.1.2019 – Council noted the conditions.

10 - Finance Report and to consider payments to be made:-
The deposit account held a balance of £10,014.35
and the current account held a cleared balance at 31.1.2019 of £16,228.40
and an uncleared balance after the invoices on the agenda have been paid £15,629.80.
A receipt of £205 had been received in respect of a burial.
All in agreement for the payment of invoices.

1598 PVH & PFA hall rent for year 1.4.18 – 31.3.19 £220.00
1599 M & TJ'S hedge cutting inv: 12956 £180.00

No further invoices had been received.

11 - Councillors' reports and items for future agenda:-
Cllr Bagnell gave his apologies for the March meeting.
Four Councillors confirmed they were happy to visit the Highways depot at Rougham on 5th March at 10am, the Clerk to inform Cllr Hopfensperger.

12 - Date of next meeting:-
The date of the next scheduled meeting was confirmed as Wednesday, 20th March 2019 at 7.30pm in the village hall.

There being no further business the meeting was closed at 8.50pm
