PAKENHAM PARISH COUNCIL
Minutes of the meeting held on Thursday 20th November 2025
in Pakenham Pavilion

Present: Cllr Davey (Chairman), Cllr Bagnall, Cllr Berry, Cllr Dorling, Cllr Palfrey, and Cllr Sargent
Others in attendance: Claire Usher (Clerk) and 11 members of the public.

201125/01 Apologies for absence: No apologies received.

201125/02 Declarations of Interest (DoI):-
Councillors noted no declarations of interest were made.

201125/03 Dispensation:-
Councillors noted no requests had been received and none were requested at the meeting.

Public Forum:-
201125/04 District Councillor Report: Cllr Speed had sent his apologies.
201125/05 County Councillor Report: Cllr Hopfensperger had sent her apologies.
There were no questions from the public.

201125/06 Presentation:-
The Chairman welcomed Daniel Lucas, Phil Cobbold Planning Ltd, who was attending to give the Parish Council an update following the presentation by Phil Cobbold at the Parish's September meeting.
Daniel reminded Councillors that the piece of land in question was between Pelambech and Rivendall at Grimstone End. This would be a small-scale development of upto 5 bungalows, and following the last presentation they had taken on board the comments made regarding the access to the proposed site and the provision of a footpath around the boundary of the site.
Daniel provided a new drawing indicating a new entrance to the site further round the corner and the installation of a footpath. All Councillors agreed that this was a good improvement and would look forward to considering the application in the new year.

201125/07 Minutes of previous meeting:-
All Councillors resolved to accept the minutes of the Council meeting held on 16th October as a true reflection of the decisions made and authorised the Chairman to sign the minutes.

201125/08 Reports Arising from Previous Minutes: None to report.

Planning:-
201125/09 Councillors considered the following planning applications made to West Suffolk Council relating to this Parish since the last meeting:

DC/24/1308/HH : Deraleen, Baileypool Road
To allow use of amended plans for:-
a. one-and-a-half storey front extension
b. raising of ground level at front of property to create level access
c. single storey side infill extension
d. single storey rear extension
e. creation of first floor habitable space including Juliet balcony, rear dormer window and rear rooflights
f. raise roof of garage to create first-floor office including external staircase and installation of 16 solar panels
g. changes to existing fenestration and wall materials, flint patches inserted into the brick walls.
Councillors agreed to support the application.

201125/10 Councillors noted that no planning decisions had been made since the last meeting.

Finance:-
201125/11 All Councillors confirmed receipt of the finance report for the period ended 31st October 2025.
201125/12 All Councillors noted that £653 had been received for burial fees.
201125/13 All Councillors resolved to approve the following gross payments by internet banking, supported by invoices, had been received prior to the meeting.

201125/18 Budget 2026/27:-
The Clerk had circulated the proposed budget 2026/27 to all Councillors prior to the meeting. All Councillors agreed the budget without any changes.

201125/19 Precept 2026/27:-
The Clerk had circulated to all Councillors the proposed Precept 2026/27 from West Suffolk Council. All Councillors agreed to raise the precept in line with inflation and agreed the figure of £13,420. The Chairman and Clerk signed the application form for the Precept 2026/27.

201125/20 Footpaths:-
Cllr Thomas informed Councillors that the definitive map showing all the footpaths within the Parish had been updated and it was encouraging that Great Barton Parish Council was looking to create a circular walk as discussed at the September meeting. He did point out that maybe Suffolk County Council's Public Rights of Way could consider replacing styles to kissing gates to make access easier, he did know that a style on land owned by Old Hall Barn needed repair. Cllr Berry had a copy of a leaflet produced by the Parish Council some time ago with the public rights of way in Pakenham, this may need updating.

201125/21 Correspondence:-
The Clerk reported that all correspondence had been shared with Councillors.

201125/22 Councillors to note any items for inclusion in a future meeting: None.

201125/23 All Councillors noted that the next meeting will be on Thursday 15th January 2026 to be held in The Pavilion. There will be no meeting in December.

201125/24 The Chairman closed the meeting at 8.20pm
